International Boundary & Water Commission, U.S. Section (USIBWC) plans
to acquire on the basis of Other Than Full and Open Competition
Leupold & Stevens Recorders and Replacement Parts in accordance with
commercial specifications (Type A-71 Recorder with QMT 1:5 Metric Gage
Scale, 203 mm Diameter Float with Counterweight, 6 Meter Beaded Cable
with End Hooks and 375mm Float Pulley for Beaded Float Line, Quantity
20; Type F Recorder with QMT 1:5 Metric Gage Scale, Quantity 1; and
Replacement Part Numbers 19343 (Quantity 200 meters), 15147 (Quantity
12), 27325 (Quantity 6), 27326 (Quantity 6), 10907 (Quantity 5), 20449
(Quantity 12), 48215 (Quantity 12), and 21596 (Quantity 150 feet), for
the Leupold & Stevens Analog Digital Recorder, Model 7001, located at
various field offices. Delivery is FOB Destination to Del Rio, Texas,
within 90 days from date of contract award. This is a Notice of Intent
to award a Firm Fixed Price contract, for the above identified
items/equipment to Leupold & Stevens, Beaverton, Oregon, under the
authority of 41 U.S.C. 253(c). The proposed action is for
supplies/equipment for which the Government intends to solicit and
negotiate with only one source. Justification for Other than Full and
Open Competition: The equipment is required to replace and repair worn
and outdated hydrographic monitoring equipment and to update the
present system capabilities to allow electronic data collection at
float stations. Leupold & Stevens is the only known source which
through proprietary considerations can supply the commercial
specifications that are compatible with the existing analog digital
system and that will meet the minimum needs of the Government.
Interested persons may identify their interest and capability in
meeting this requirement (Recorders and replacement parts must be
compatible with existing Leupold & Stevens analog Digital Recorder,
Model 7001). This notice of intent is not a request for competitive
proposals. However, any and all proposals received (product literature
is preferred in lieu of unique technical proposals) within 15 days
after date of publication of this synopsis will be considered by the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
procurement. As a result of analyzing responses to this synopsis of
intent, the Contracting Officer may determine that a solicitation will
be issued. No additional synopsis will be published. Any such
solicitation will be issued to all firms that respond to this synopsis
