This RFI#M-661, is being conducted by Lockheed Martin Space Mission
Systems & Services (Lockheed Martin) in support of NASA Johnson Space
Center contract NAS9-18300. The draft Technical Requirement for the
Video Converter is being released to industry for review by interested
sources. This is not a Request For Proposal (RFP); it is a Request for
Information (RFI) for purposes only as contemplated by Paragraph 15.405
of the Federal Acquisition Regulation (FAR). Lockheed Martin, on behalf
of NASA Lyndon B. Johnson Space Center, Houston TX, is requesting
information to identify potential subcontractors who can provide the
following: CCSDS Packet Data To NTSC Analog Video Converter: Lockheed
Martin Space Mission Systems & Services Company is seeking information
regarding the availability of a COTS or new design system which can
extract encoded video luminance, R-Y, B-Y, and lip-sync audio data from
a Consultative Committee for Space Data Systems (CCSDS) data packet
stream and recreate the original National Television Systems Committee
(NTSC) baseband video and audio signals. Up to four (4) CCSDS data
streams are to be processed simultaneously resulting in four (4)
corresponding frame/color synchronized NTSC video outputs. All video
outputs must meet the NTSC 30 frame/second scan rate requirement.
Ancillary data within the CCSDS packets must be read to determine the
individual output video display refresh (update) rates. Output video
update rates will range from ``full motion'' to ``still frame.'' This
request is not a request for formal proposal. Information submitted in
response to this request is for evaluation purposes only and will not
impose any obligation, liability or cost on Lockheed Martin Space
Mission Systems & Services. It is also requested that the potential
subcontractors specify whether a product can be supplied, under no
cost, for evaluation and possibly demonstration to NASA by Lockheed
Martin. Respondents may or may not be notified concerning evaluation
results of any information submitted. Responses to this request for
information will be due 12/06/96. Send product information to: Lockheed

will not provide any prospective Offerors with the comments submitted
by other companies, nor will Lockheed Martin provide prospective
Offerors with the results of our dispositioning, other than through a
formal RFP, which may or may not be issued at a later date. Also, at
this time, Lockheed Martin does not plan to conduct a presolicitation
conference in the event a formal RFP is issued. The following
provisions apply to this RFI: a. This RFI is for planning purposes and
as such, Lockheed Martin does not intend to make an award on the basis
of this RFI or to pay or otherwise reimburse any offeror for any
information received. b. This RFI is issued for the sole purpose of
obtaining information, and suggestions from prospective Offerors.
Offerors may or may not be notified concerning evaluation results of
any information submitted. Lockheed Martin appreciates your interest in
the subject RFI solicitation process. Should any additional information
