76 -- REQUEST FOR INFORMATION, GLOBAL GEOSPATIAL INFORMATION PRODUCTION SOL NMA302-97-R-RFI2 POC Antoinette R. Hamel THE PURPOSE of this Request for Information (RFI) is two fold: (1) To conduct market research towards the production and delivery of National Imagery and Mapping Agency (NIMA) geospatial information as commercial items, and (2) Conduct market research for an efficient Commercial Off-the-Shelf (COTS) process yielding rapid production of that same geospatial information. STATEMENT OF PROBLEM: Currently, NIMA's customer needs for geospatial information exceeds our production capability. The geospatial information needs include global coverage of these four data categories: (1) Digital orthorectified images, (2) Precisely controlled digital stereo photogrammetric data bases, (3) Digital terrain matrix data and (4) Digital vector feature data. (These generic descriptions of geospatial information are planned to be further specified in the solicitation process. The specification for the digital vector feature data will likely evolve during the DoD Geospatial Integrated Product Team activities.) Additionally, current in-house and most outsourced processes require Government Furnished Information (GFI) to be repetitiously duplicated, managed, processed, and disseminated resulting in excessive cost and extended cycle times. Dramatic efficiency improvements are needed to mitigate this problem. Interested parties are asked to submit information regarding high level concept of operations that will yield the required data categories such as ideas and/or proposals of how commercial solutions can be used to meet NIMA's customer needs. This concept of operations should identify COTS production processes and the hardware and software planned. Additional requested information is company background and record of demonstrated capabilities including past performance efforts that would substantiate success of proposed processes. Interested parties may respond to any or all of the four data categories of geospatial information identified above. Only written responses to this RFI will be accepted. No verbal or faxed responses will be accepted. Responses are due no later than 2 p.m. CST, thirty (30) days after publication in the Commerce Business Daily. NIMA plans to hold an unclassified discussion meeting on 4 December 1996 in Bethesda, MD from 10 a.m. to 12 p.m. to clarify questions/concerns regarding this RFI. DEMONSTRATION REQUEST FOR PROPOSALS (RFP): After evaluation of RFI responses are complete, NIMA intends to issue follow-on RFPs. To be considered for future multiple year production contract award, a demonstration of production capabilities must be successfully completed. A demonstration source package consisting of GFI and support data to include National Technical Means (NTM) digital imagery and Adjusted Metric Support Data (AMSD) imagery support data is planned to be part of the RFP package. The offeror's proposed process must be easily adaptable to future use of high resolution commercial imagery (optical, radar, multi-spectral, etc.) as it becomes available. The source material, NTM, is classified; therefore, a facility clearance to the SECRET level is required. Contractors selected for demonstration contracts will be allowed to submit required facility clearance applications. No foreign nationals are allowed to participate in this procurement. NIMA will consider proposals requiring Government Furnished Property (GFP), e.g. D2C readers and selected processing algorithms, to maximize for commercial suppliers. Parties certified pursuant to current NIMA Controlled Image Base (CIB) and Digital Production Demonstration contracts do not have to reapply through this demonstration RFP, but may choose to apply for this new effort in order to be competitive under the new selection criteria. MULTIPLE YEAR PRODUCTION CONTRACT: NIMA's overall production strategy for the data categories includes a combination of in-house production, international co-production, and outsourced production. The planned outsourcing RFP will be directed to offerors who have demonstrated the ability to produce the required geospatial data. The terms of the resulting contract(s) is anticipated to include a base year (FY97) and four option years. The unit of procurement is expected to be simultaneous production of required geospatial information in one degree cells. The contract vehicle will likely be an Indefinite Delivery Indefinite Quantity (IDIQ) with a minimum and maximum ordering quantity. INTENDED SOURCE SELECTION APPROACH: NIMA intends to procure commercial or nondevelopmental items as these terms are defined in Subpart 2.101 of the Federal Acquisition Regulation (FAR). Accordingly, NIMA plans to utilize the streamlined procedures for the acquisition of commercial or nondevlopmental itmes contained in FAR Part 12 and DFAR Part 212. The source selection method is planned to be based on Best Value principles; technical, management, experience (indicators of success), quality, and cost factors will be identified and scored. Factors other than cost are planned to be considered most improtant with COTS based solutions and contractor administered quality control/assurance given the highest ranking. This method provides the agency the greatest expectation to best meet NIMA'a customers needs. It is anticipated that multiple contracts may be awarded. Specific quantities are to be procured through issuance of delivery orders against the contract(s). The delivery schedule is planned to be determined by each issued delivery order. NIMA GFI is planned to be provided quarterly to the successful contractor(s) with completed deliveries monthly to NIMA. This requirement is subject to the availability of funds.
