NASA/MSFC plans to issue a Request for Offer (RFO) via NASA Acquisition
Internet Service (NAIS) for Reusable Launch Vehicle Development
Research. Research will focus primarily on the analysis of regulatory,
legislative, policy and technical options which will enhance the
success of a commercial reusable launch vehicle venture. Research will
also include development and analysis of options for meeting the
ground and flight operations and safety requirements of experimental
reusable launch vehicles. In addition, research effort will include
analysis of potential military uses for reusable launch vehicle
technologies -- Complete specifications will be included in the RFO --
Copies of the RFO will be available by downloading from the Internet
-- This procurement is being conducted under the NASA/MSFC MidRange
Pilot Test Program approved by the Office of Federal Procurement Policy
on April 16, 1993 -- Prospective offerors shall notify this office of
their intent to submit an offer -- Transmission by facsimile to
205-544-4103 or by Internet e-mail to Mark.R.Stiles@msfc.nasa.gov is
acceptable -- Firm date for receipt of offers will be stated in the RFO
-- This procurement is a total small business set- aside -- All
responsible business sources may submit an offer which shall be
considered by the agency -- The proposed contract will contain a 1 -
year base period and 4 one-year options as detailed in the RFO -- An
ombudsman has been appointed to hear concerns from offerors, potential
offerors, and contractors during the preaward and postaward phases of
this acquisition -- The purpose of the ombudsman is not to diminish
the authority of the contracting officer or the selection official, but
to communicate concerns, issues, disagreements, and recommendations of
interested parties to the appropriate Government personnel and to work
to resolve them -- When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern -- The ombudsman does
not participate in the evaluation of offers, the source selection
process, or the adjudication of formal contract disputes -- Interested
parties are invited to call the installation ombudsman, Susan M. Smith
at 205-544-0012 -- Concerns, issues, disagreements, and recommendations
which cannot be resolved at the installation may be referred to the
NASA ombudsman, Thomas S. Luedtke at 202- 358-2090 -- Before consulting
with any ombudsman, interested parties must try to resolve their
concerns with the contract specialist or the contracting officer -- DO
