A -- MILSTAR SATELLITE COMMUNICATIONS (SATCOM) TERMINALS UPGRADE MODIFICATION/ENGINEERING SUPPORT SOL F33615-97-R-1013 POC Noreen Bennett, WL/AAKR, (937) 255-5201 or Kenneth Smith (937) 255- 5201. Notice of Contract Action for Milstar Satellite Communications (SATCOM) Terminals, Synopsis Nr. AAK-97-004. The Wright Laboratory, Avionics Directorate, Radio Frequency Technology Division, is interested in acquiring an upgrade modification/ engineering support effort for two AN/ASC-30 Extremely High Frequency/Super High Frequency (EHF/SHF) SATCOM Terminals and three AN/ARC-208 Milstar Extremely High Frequency/Ultra High Frequency (EHF/UHF) Command Post Terminals. The purpose of this synopsis is to determine whether a competitive solicitation can be issued. The AN/ASC-30 terminals were developed under contract F33615-78-C-1583 and upgraded to Milstar compatibility under Contracts F33615-82-C-1846 and F33615-86-C-1065. The upgraded AN/ASC-30 SATCOM Terminals consist of the following subsystems: EHF Transmitter (Milstar), SHF Receiver (Milstar), SHF Transmitter (DSCS), SHF Receiver (DSCS), EHF/SHF Antenna (Milstar/DSCS), EHF/SHF Modem Processor (Milstar) and SHF Modem (DSCS). The AN/ARC-208 Milstar Terminals were developed under Air Force Contract F19629-85-C-0004. These Milstar Terminals consist of the following subsystems: EHF Transmitter, SHF Receiver, EHF/SHF Antenna, EHF/SHF Modem/Processor, UHF Transmitter, UHF Receiver, UHF Antenna and UHF Modem/Processor. Responses must demonstrate that the prospective contractor can provide the following upgrade modification and engineering support: (1) Design knowledge to effect AN/ARC-208 terminal upgrade modification tasks for airborne test instrumentation is required. (2) Design knowledge to affect the terminals upgrade modification tasks as required to resolve any satellite interface compatibility problems due to the extremely complex design of the Milstar satellite system and will be required. This is to include the ability to design and integrate an existing Medium Data Rate capability upgrade into the AN/ARC-208. (3) Experienced field engineers capable of providing the required engineering support for the current ongoing flight test evaluation of both the AN/ASC-30 and AN/ARC-208 Milstar SATCOM Terminals. Also, the field engineers shall be flight qualified (military flying status) to participate in the flight test evaluation program. (4) The field engineers shall have specific knowledge of the design concepts and techniques used in the upgraded AN/ASC-30 and AN/ARC-208 Milstar SATCOM Terminals as related to the calibration, maintenance and operation of these terminals in a field environment. (5) The field engineers shall have specific experience in performing the calibration, maintenance and operation functions of the AN/ASC-30 and AN/ARC-208 Milstar SATCOM Terminals or equivalent. The offeror shall have a set of Milstar documentation (none will be provided) and shall be on the distribution list to receive all Milstar update revisions. The monitoring office has the basic Research and Development (R&D) data deliverables which consist of final reports and selected performance specifications. The offeror shall have specific experience in the development and engineering support of the AN/ASC-30 and AN/ARC-208 Milstar SATCOM Terminals or equivalent. Security Requirements: TEMPEST requirements will apply. Generation of classified material for this solicitation effort is authorized only on equipment approved for classified processing by Air Force TEMPEST authorities. Communication Security (COMSEC) clearance is necessary for the performance of this effort. Other Special Requirements: International Traffic In Arms Restrictions (ITAR) apply. Firms responding should indicate whether they are, or are not, a small business, a socially and economically disadvantaged business, a woman owned business, a historically black college or university, or minority institution. For this item the general definition to be used to determine whether your firm is small is as follows: ''A small business concern is a concern that is independently owned and operated, is not dominant in the field of operation in which it is bidding on government contracts and with its affiliates, the number of employees does not exceed 500 persons.'' SIC Code 8731 applies. ''Concern means any business entity organization for profit with a place of business in the United States, its possessions, Puerto Rico, or the Trust Territory of the Pacific Islands, including but not limited to an individual, partnership, corporation, joint venture, association or corporation. '' The Air Force reserves the right to consider a small business set-aside based upon responses hereto. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set-aside decision. Large businesses are only required to submit a statement of interest to receive a copy of the Request for Proposal (RFP). All respondents shall include in any request their assigned Commercial and Government Entity (CAGE) Code. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. Notice to Foreign-Owned Firms: Such firms are asked to immediately notify the Air Force point of contact cited below upon deciding to respond to this announcement. Foreign contractors should be aware that restrictions may apply which could preclude their participation in this acquisition. Air Force point of contact for the above is: John R. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his concern during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman.
