DEVELOPMENT, SUPPORT, EVALUATION, AND SYSTEM MODIFICATION DUE 121996

(pcc). Sources are sought for an enhancement of recovery system for
subsonic subscale aerial targets for the Targets Mangement Office,
Redstone Arsenal, Alabama. This effort is planned for the last quarter
of FY 97 and FY 98. The Targets Management Office is seeking ideas for
enhancing the recovery methods currently in place for the three armed
services subscale aerial targets (primarily the MQM-107 Streaker,
BQM-34 Firebee, and the BQM-74). This effort's objective will be lower
operational costs through more accurate landings and reduced damage to
the target vehicles. The current system relies on free fall parachutes
that are suject to prevailing wind conditions at the site. The
technology sought can be, but is not limited to, precision guidance,
mid-air recovery, or automatic landing systems. The technology must be
adaptable to future subsonic subscale targets. The proposer must have
the technical and managerial capabilities to:--a. Design, test, and
support the recovery systems to be used. Flight test will be conducted
with Government support.--b. Evaluate and modify existing targets to
accommodate the enhanced recovery system(s).--c. Prepare level I or II
drawings for items developed under this contract.--Any interested firm
with experience and expertise with recovery systems, guidance systems,
analytical methods, and flight test of these items is invited to
provide a statement of interest (one page), a proposed concept
statement (four pages maximum, pictures, sketches included) plus data
to substantiate your qualifications. The statement of interest should
include, as a minimum, the company's experience in each of the
engineering tasks listed above. The synopsis is for information and
planning purposes only, does not constitute a solicitation, and should
not be construed as a commitment by the Government. The submission of
a statement of interest does not consitute participation in the final
request for proposal. Responses to this synopsis must be received not
