issue orders via the Administrative Contracting Officer (ACO) under
Basic Ordering Agreements (BOA) N00019-92-G-0110 and N00019-96-G-0212
with the Lockheed Martin Corporation, Orlando, Florida, for the
services and material necessary to repair, overhaul, and modify LANTIRN
and Infrared Search and Track (IRST) System Weapon Replaceable
Assemblies (WRA), Shop Replaceable Assemblies (SRA), Automated Test
Equipment (ATE), Operational Test Program Sets (OTPS), technical
manuals, and related technical data for F-14. As the designer,
developer, and sole manufacturer of the F-14 IRST and LANTIRN systems,
Lockheed Martin is the only known source who possess the required
expertise and knowledge to provide the effort within the timeframe
