Solicitation F33601-97-R-9001. All sources capable of providing the
following services are being sought. This is NOT a notice of RFP
issuance. The National Air Intelligence Center (NAIC), Equipment
Support Branch, NAIC/DXSO, anticipates a competitive acquisition to
provide electronic technical and maintenance services support of its
intelligence mission. Period of Performance is 01 Oct 97 - 30 Sep 98.
Four one- year options may be awarded. In addition to the information
requested in the paragraph below entitled ''Capabilities Package'',
responding parties must also indicate their size status in relation to
the applicable Standard Industrial Classification (SIC) code, 7379,
with an associated standard of $18M. Businesses, including their
affiliates, whose gross annual receipts averaged over the previous 3
fiscal years do NOT exceed $18M are considered small businesses. This
effort will be a follow-on to the current contract, F33601-93-D-JO34.
NAIC is the sole national center for integrated intelligence on
aerospace system, forces, and threats. Their mission is to provide
tailored air and space intelligence products and services at the
desired classification level to meet the cycle time of customers in the
operational, acquisition, and policy making communities. NAIC
activities are primarily conducted in buildings 856, 828, 829 Area
''A'', and 4023 Area ''C'' Wright-Patterson AFB OH. The majority of the
personnel work in buildings 856, 828, 829 Area ''A''. The effort
requires various engineers and technicians and a program manager
resident at NAIC, Wright-Patterson AFB, Ohio. This will be a Classified
acquisition (ref FAR 4.40 1) and a Classified contract (ref FAR 4.401).
All contractor engineers and technicians must have an active Top Secret
clearance and be currently indoctrinated for Sensitive Compartmented
Information (SCI) (meet D/CID 1/1 4-1 eligibility.) The contractor must
have a Top Secret facility clearance. The contractor staff will provide
technical support on a time-and-materials basis for NAIC engineers and
scientists working in research, design, development, testing, and data
process improvement in support of the mission of the National Air
Intelligence Center (NAIC). In addition, the contractor staff will
provide maintenance support of state of the art electronic data and
signal processing equipment, audio visual equipment and satellite
communications systems used by the NAIC engineers and scientists and
under the purview of the Equipment Support Branch (NAIC/DXSO). Direct
technical support shall include the following: a. Design, develop and
construct major electronic units, special electronic devices or
equipment, conduct tests or experiments, analyze results and redesign
or modify equipment to improve performance, and report results. b.
Installation of Non-Automatic Data Processing (Non-ADP) and Automatic
Data Processing (ADP) equipment and cabling. c. Exploitation of foreign
acquired equipment which involves operational testing, modification and
reverse engineering. d. Installation and maintenance of Satellite
Communication systems, Video conferencing systems, and all Audio visual
systems used by NAIC engineers, analysts and scientists. e.
Preventative and remedial maintenance and modification of complex
electronic, electro-optical, electromagnetic, electro-mechanical and
mechanical systems, equipment, and components. Capabilities Packages -
Interested parties must submit a capabilities package, with two (2)
copies of the cover letter, that is brief and concise, yet clearly
demonstrates ability to meet the stated requirements with sufficiently
qualified personnel, and show that appropriate clearances are
maintained. The capabilities package should clearly present evidence
that the interested party is fully capable of providing the required
services and as such may contain any information (subject to the page
limitations stated below) the interested party feels is relevant. The
following issues/areas must be addressed: a. Clearly describe your
background and experience in providing technical support for engineers
and scientists working in research, design, development, testing, and
data process improvement. b. Clearly describe your capabilities with
regard to maintenance support of complex electronic data and signal
processing equipment, audio visual equipment and satellite
communications systems used by engineers and scientists. c. Clearly
describe your capabilities with regard to installation and maintenance
of data processing equipment, interfaces, and cabling. d. Clearly
describe your capabilities to design, fabricate, install, maintain and
modify special electronic devices comprised of complex electronic,
electro-optical, electromagnetic, electro- mechanical and mechanical
systems, equipment, and components. e. Clearly describe your
capabilities with regard to exploitation of foreign acquired electronic
equipment which involves operational testing, modification and reverse
engineering. All exploitations will be documented to include accurate
schematic drawings which comply with (ANSI-IEEE STD 315.1975)
''American Standard Drafting Practices, Electrical and Electronics
Diagrams''. All documentation, schematics, and reports will be
delivered in hard copy and on CD-ROM f. Clearly describe your
capabilities with regard to Engineering analysis of foreign or U.S.
computer and electronic technology which requires: Schematic generation
utilizing computer aided design (CAD) programs, Block diagramming,
Circuit and system analysis, Component breakdown and restoration,
Equipment breakdown and restoration, Equipment repair when required,
Design and fabrication of miniaturized solid state electronic devices
for exploitation purposes g. Clearly describe your ability to respond
to urgent and short notice requirements. h. Clearly describe your
process and success in obtaining security clearances for employees and
your ability to provide the required persons with the appropriate
security clearances/accesses. i. Fumish proof (DD Form 441) that you
have been granted a TS facility clearance and have proper storage
capability approved by the CSO. j. Provide typical resumes that
exemplify the types of persons you would identify to do tasks. k.
Clearly describe your ability to supply programming support for,
LabWindows CVI, Borland C++, Visual Basic, assembly language. l.
Clearly describe your ability to supply experienced personnel that can
use the following applications: AUTOCAD Ver. R13A,, Protel, QuaftroPro
for Windows (including macro generation), OrCad, Tango, and PSpice. m.
Any other information you think we need to evaluate your capabilities.
The capabilities package should present clear evidence that the
interested party is fully capable of providing the required services
and as such may contain any information the interested party feels is
relevant. Responses must not exceed 30 single-spaced 10-point typed
pages. All materials submitted in response to this sources sought
synopsis must be received no later than 20 Dec 96. Include fax and
e-mail information and identify if your intent is to act as prime
contractor, subcontractor, or consultant. Send all materials and direct
