intends to award, on a sole source basis, options for fabrication, test
and delivery of three VTX-5681B1 Coupled Cavity Tube/Traveling Wave
Tubes (CCT/TWTs) for use by the Haystack Radar. This is a requirement
under an existing effort awarded to Communications & Power Industries
(CPI) Microwave Power Tube Products Division on 12 September 1996. The
Government intends to solicit and negotiate with CPI using other than
full and open competition procedures pursuant to 10 USC 2304(c)(1) as
implemented by the Federal Acquisition Regulation 6.302-1. Under
previous contracts, CPI has developed the VTX-5681B1 TWT and is
currently the only source with the requisite knowledge and capabilities
required to meet the Government's requirements. CPIs proprietary design
of these tubes is unique in many of the high power design features it
incorporates. In order to achieve peak and average power requirements,
special sever loads, windows and high power circuit designs are
required. These are specifically designed for the thermal load
management of the device. The phase requirements are satisfied with a
waveguide gain equalizer that was designed in conjunction with an
electron beam system which allows these tubes to operate with a
connected beam supply. CPI has the proven expertise in the fabrication
of this type of TWT. The Government intends to award this action as a
Supplemental Agreement to Contract No. F19628-96-C-0160 under which
CPI is currently providing the same type of TWT. Not withstanding the
above, if your firm believes it could accomplish this effort in the
required schedule (each tube must be delivered within 12 months from
option execution), submit a qualification package to the above address
not later than 15 days from the publication of this notice. The
Government anticipates contract definitization during the second
