Contracting Officer, (505)475-1245. The 746th Test Squadron of the 46th
Test Group at Holloman AFB NM is seeking firms having the capabilities
to provide highly accurate Time, Space And Position Information (TSPI)
for testing of navigation and guidance systems in a GPS electronic
combat environment. Currently, post-processed GPS/INS integrated
systems are used as the primary means of achieving highly accurate
TSPI. Testing in the GPS electronic combat environment requires TSPI
sources independent of GPS. The TSPI System being sought can be ground
based, aircraft based or both. The TSPI system will be used to track
military test bed aircraft on the White Sands Missile Range, New
Mexico. This system would be a replacement for the Cubic Corporation
CR-100 Interrogator/Transponder system currently being used as a flight
reference sub-system by the 746 TS. The scope of this effort would be
the (1) development of the system prototype, (2) acceptance testing and
Initial Operational Capability (IOC) of the system prototype at
Holloman AFB/White Sands Missile Range, and (3) fabrication of the
system. The period of performance for this effort would be
approximately 6-9 months from contract award to IOC, with a 6 month
option for fabrication of the complete TSPI system. The Government may
award more than one contract for development, but will exercise the
fabrication option for only one system. Responses to this announcement
will be evaluated based on experience, personnel qualifications and
fabrication capabilities as applicable to areas (1) through (3)
outlined above. Responses to this synopsis must be received within
thirty (30) days from the date of publication. See Numbered Note 25.
Responses must specifically address the capability areas outlined above
as well as those in Note 25. The SIC Code for this acquisition is 3812,
and the size standard is 750 employees. Companies who consider
themselves to be small businesses must be able to meet the requirement
of FAR 52.219-14, Limitations on Subcontracting, i.e., the concern
shall perform work for at least 50% of the cost of fabricating the
system, not including the cost of materials. Responding small
businesses, must address the subcontracting requirement in the
capability package submitted. Firms having an interest, capability, and
background should submit their capability packages to 46TG/XP, Attn: Ms

the capability packages have been technically evaluated, only those
prospective sources which have the potential of successfully fulfilling
the requirements will be notified and requested to submit proposals.

used to establish a source list for solicitation. Firms responding to
this announcement should indicate whether or not they are a small or
small disadvantaged business concern as defined in FAR 52.219-1. Based
on the responses to this notice and the evaluation of qualifications
thereto, the Government reserves the right to (1) set the proposed
acquisition aside 100% for small business participation, (2) to
contract with the SBA under the 8(a) program, or (3) solicit as
unrestricted. This synopsis is for information and planning purposes
only, it does not constitute a solicitation for bids or proposals, and
is not to be construed as a commitment by the Government. An ombudsman
has been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The purpose
of the ombudsman is not to diminish the authority of the program
manager or contracting officer but to communicate contractor concerns,
issues, disagreements and recommendations to the appropriate
Government personnel. When requested, the ombudsman will retain strict
confidentiality as to the source of the concern. The ombudsman does
not participate in the evaluation of proposals or in the source
