TO RENOVATE EXISTING FACILITY SOL 475450-97-A-0012 DUE 010897 POC H.D.
Sartain, Purchasing Specialist, 901/747-7618 The Postal Service will
require Architect/Engineer services to renovate an existing facility in
Bronx, New York. The project consists of investigation, design,
drawings, specifications, and proposal documents for renovation of an
existing facility to provide approximately 180,000 gross square feet at
an estimated cost of $14 million to $18 million dollars. The basic
contract will be for completion of the Concept Phase (30%).
Additionally, the contract will contain options for design completion
and construction administrative services. The qualifications of firms
for this project are as follows: (1) Experience in historic restoration
projects of compatible size and scope in the New York City area.
Experience shall include (a.) adaptation of historic buildings to
handicapped accessibility, (b.) window and masonry
restoration/replacement, (c.) hazardous materials abatement (d.)
familiarity with city and state historic preservation requirements and
review process; (2) architectural firm shall have a minimum of seven
(7) licensed architects in the office where the work is performed; (3)
Consulting engineering firm (s) shall have at least two (2) licensed
engineers in each of the following disciplines: structural, mechanical,
plumbing, fire protection, and electrical in the office where work is
performed; (4) Prime and structural, mechanical and electrical
engineers shall have worked together on at least three (3) projects of
similar size and scope, and (5) Autocadd Version 13 or later.
Comparable projects will be considered as renovation of facilities,
100,000 gross square feet or greater, on the historic register and
costing more than $10 million. Firms that have the qualifications to
perform the services described above are invited to submit a completed
SF255, Architect/Engineer and Related Services Questionnaire for
Specific Project, and a completed SF254, Architect/Engineer and Related
Services questionnaire, for each of its proposed consultants to the
office shown above, received no later than January 8, 1997. The
selection will be conducted by using both the submitted SF255s and
SF254s. Interested firms with more than one office must indicate on
their SF255 the staffing composition of the office in which the work
will be performed. Consideration will be given to firms, including
consultants, responding to the advertisement in accordance with the
following order of preference: (1) New York City, (2) 25-mile radius of
New York City, and (3) states of New York, New Jersey, and Connecticut;
Architectural and engineering firms will be considered as local only if
their sole office is in the local geographical area or they have a
local branch office and all the architectural design, coordination, and
management of the project will be performed in that office. The
contract contains a requirement for firms to provide evidence of
current insurance of $200,000 of errors and omissions per claim. It is
prohibited to pay any fee, commission, percentage or brokerage fee to
any person or firm contingent upon or resulting from award of a
contract for this project. No other general notification or this
project will be made. Submissions will not be retained or returned.
