C -- CHILLED WATER PLANT REPLACEMENT SOL RFP672-131-97 DUE 121896 POC Edwin Mendez, Chief, P&C This procurement is extended for submission of SF254 and SF255 to read 12-18-96. Specialized A/E services in the design of hospital HVAC to develop the bidding documents (specifications, drawings, construction cost estimates and proposed construction schedule) and provide the construction period services for the project titled ''Chilled Water Plant Replacement'', Project No. 672-307. Project includes the complete replacement and relocation of the San Juan VA Medical Center's chilled water plant, with a current total capacity of 1,945 tons and consists of five (5) chillers, nine (9) cooling towers and its related chilled water pumps, condensate water pumps, chemical treatment system, motor control center and related auxiliaries and appurtenances. New chilled water plant and building is to be designed in accordance with the latest VA standards, energy conservation methods, EPA, OSHA, NEC, NFPA, ASHRAE, local and federal regulations. Project is to procure a more modern and highly efficient equipment, a state of the art energy management system, a new structural building, etc., in order to reduce current chilled water plant electrical consumption (KW per tons); the make up water of the cooling towers; the operational and maintenance costs, and also to comply with the new EPA Clean Air Act. The new chilled water plant must be capable to supply the total present and future chilled water demand of building No. 1. The selected A/E firm shall have a comprehensive knowledge, experience, facilities, expertise, personnel, etc. to complete necessary bidding documents, site evaluation, as-built drawings and survey work within 150 calendar days after design project award. This is not a request for proposal. Firms with reference qualifications are invited to submit Standard Form 254 and 255 including a detailed design approach for such project to the issuing office of this procurement, Attn: Mr. Edwin Mendez not later than December 18, 1996.
