Moore, Contracting Officer, 603-528-8759. This acquisition is for
cadastral survey services located on the White Mountain National Forest
(New Hampshire and Maine), the Finger Lakes National Forest (New York),
and the Green Mountain National Forest (Vermont). Only firms offering
a licensed professional surveyor in the appropriate state will be
considered. The services will include surveying and marking the legal
property boundary of the National Forest System lands and lands or
rights being acquired by the United States. Work includes corner
search, monumentation and perpetuation of all property and controlling
corners associated with the surveys. Work may also include the record
research necessary for acquisition of lands or rights by the United
States. The Forest Service will award three contracts (one per Forest)
that will be indefinite quantity contracts. There will be a $3,000
guaranteed minimum per contract; maximum order amounts will be $50,000.
Each contract will contain option provisions which may extend contract
terms to a four-year period. Several projects may be accomplished
under each contract. Specific projects are undefined at this time. A
licensed surveyor must be assigned to each project. Firms qualified and
interested in providing these services are invited to submit a Standard
Form 254 (Architect-Engineer and Related Services Questionnaire) and
Standard Form 255 (Architect-Engineer and Related Services
Questionnaire for Specific Project). Submit one copy of the SF-254 and
four copies of the SF-255. Provide separate SF-255's for each Forest
for which you are interested. Submit this information to the
Contracting Officer at the address shown above. On the bottom left
corner of the envelope, identify your submittal as ''Landline Proposal,
RFP R9-22-97-2''. The following criteria will be used to evaluate the
submittals: (1) professional qualifications necessary for satisfactory
performance of required services; (2) specialized experience and
technical competence in the type of work required; (3) capacity to
accomplish the work in the required time; (4) past performance on
contracts with Government agencies and private industry in terms of
cost control, quality of work, and compliance with performance
schedules; (5) location in the general geographical area of the project
and knowledge of the locality of the project; (6) experience and
qualifications of proposed key personnel including specialized
technical skills, project coordination and management skill, and
experience in working together as a team; (7) volume and nature of
present workload as it relates to the ability to perform the work
required; (8) availability of additional contractor personnel or
consultants to support expansion or acceleration of a project; (9)
computer-assisted design capability and capacity; (10) the volume of
work previously awarded by the Forest Service (evaluated with the
objective of effecting an equitable distribution of contracts among
qualified firms); and (11) socioeconomic factors (additional credit may
be given to potential contractors that are, or will subcontract with,
certified 8(a) or other small disadvantaged or women-owned businesses).
To assist the evaluation board in the analysis of your response to
these criteria, please provide the following information with your
SF-255. (1) Please list the name(s), state(s) of registration, license
number, date licensed and number of years of landline surveying
experience of individuals who might be assigned responsible charge of
a Forest Service project. Include the responsible Land Surveyor and
Party Chief. (2) Give the amount of time expressed in percent that the
responsible Land Surveyor will be on the project. (3) Discuss your
experience in the past five years specifically related to cadastral
surveys similar to those that might be encountered on a Forest Service
project. (4) Discuss the approach you have used on previous surveys to
resolve problems resulting from conflicting evidence. (5) Describe in
detail the procedures you will use to perform the survey. (6) Submit a
copy of a recent survey plat that is representative of your cadastral
survey work. (7) For the state(s) in which you are interested, please
list the towns in which you have completed five or more survey
projects. Please submit four copies of this information with the
SF-255's. This acquisition is reserved exclusively for emerging small
business concerns (those with an average annual income, over the last
three years, that does not exceed $1,250,000. If there are not at least
three emerging small businesses that respond, the acquisition shall be
unrestricted (open to full and open competition). No further CBD
announcement will be made, so all interested firms are invited to
