Contracting Officer, 201-724-6630. This is a sources sought/market
survey for Non Developmental Items (NDI): 7.62mm SRTA and 7.62mm SRTA-T
short range training ammunition cartridges (SRTA/SRTA-T) shall be
capable of functioning in both the M60 and M240 machine-guns without
any ancillary devices or modifications to either weapon or belt/link,
and must present no unusual risks or hazards to the user allowing the
training effect within 100 meters to be identical to that currently
obtained with service ammunition. No specialized procedures,
techniques, tools or test equipment other than those in the field
manuals, technical manuals, and prescribed local operating procedures
should be required for operational use. The 7.62 SRTA/SRTA-T besides
being ballistically comparable to the service ammunition out to 100
meters must have a maximum range no greater than 600 meters. The
dispersion of the SRTA/SRTA-T, when fired in 10-round bursts will be,
at 100 meters, no greater than the dispersion pattern of the M80/M62
service ammunition fired at 400 meters. The SRTA/SRTA-T must impact
with sufficient force to indicate a target hit/kill on the Army
standard E- and F- type silhouette target mechanisms out to 10 meters.
The SRTA/SRTA-T must be designed to operate in the range of
temperatures from minus 4 degrees Fahrenheit to 104 degrees Fahrenheit.
It is mandatory that the SRTA/SRTA-T meet U.S. Military standards for
health and safety pertaining to toxic fumes as is applicable to the
operator, maintenance personnel, and personnel adjacent to fumes. The
SRTA/SRTA-T shall replicate the noise and recoil of the M80/M62 service
ammunition. The SRTA/SRTA-T will not exceed the single hearing
protection impulse-noise criteria for unlimited numbers of exposures
per day MIL-STD-1474. The SRTA-T must be visible to the unaided eye in
daylight, and at night from the weapon to at least 100 meters, and
must maintain the visual similarity (except color) of the service
ammunition. The minimum acceptable value of mean rounds between
stoppages attributable to the ammunition shall be 850 when the
SRTA/SRTA-T is fired from both the M60 and M240 machine-guns. The
automatic fire cyclic rate in the M60 and M240 machine-guns shall be
equal for both the service ammunition and the SRTA/SRTA-T. The
SRTA/SRTA-T projectile must not ricochet back to the weapon vicinity
when fired at the following materials: 1/2 inch thick plywood, 16 inch
thick concrete block, 1/4 inch thick mild steel plate. The SRTA/SRTA-T
shall be waterproof. After packaging, the SRTA/SRTA-T must be capable
of surviving a 7 foot drop test. The SRTA/SRTA-T besides being easily
identifiable should have its packaging and individual cartridges color
coded (blue) to designate it as a training round. The SRTA-T tracer
projectile shall have its tip colored (orange) to designate it as a
tracer round. All responsible interested sources are encouraged to
submit their capabilities/qualification data in regard to the above
training rounds no later than 23 Dec 96 to: Commander, U.S. Army

This is only A Market Survey. A Draft Solicitation for this action will
be released about January 1997 to allow industry input followed by
