210-536-6334. The Crew Technology Division within the Crew Systems
Directorate, Armstrong Laboratory, Brooks AFB TX is requesting
proposals (RFPs) for Aircrew Advanced Life Support Equipment Technology
(AALSET) procurement, F41624-97-C-6004. The purpose of this acquisition
is to acquire research and research support in order to identify,
design, test, and improve factors which affect the performance of life
support equipment and the safety and performance of aircrews. Efforts
include the study and development of advances in spatial
disorientation prevention and countermeasures, circadian disruption
countermeasures, acceleration/altitude protection, workload and
performance assessments, and oxygen systems. Research required is to
develop advances in altitude/acceleration protection, oxygen systems,
spatial disorientation prevention, circadian disruption and
workload/performance assessments. (Reference sources sought synopsis

contractual period of performance is anticipated to be 60 months.
Individual delivery orders will specify the level of effort required
for each delivery order issued. A copy of this synopsis is available on
the AALSET website via the SAN ANTONIO RFP ACQUISITION HIGHWAY (SARAH),
which is attached to the Brooks AFB Home Page. (See below for URL
address). The RFP will be released on the Internet in approximately 60
days. Hard copies will be mailed upon request. You are encouraged to
review the website on a daily basis until ''THE RFP IS RELEASED''
appears on the overview page. You should follow the instructions
outlined on the overview page and continue to review the Internet
website for updates or amendments to the RFP. Questions should be
submitted to the Contracting Officer at the email address referenced on
the web site. All questions and answers related to the RFP will be
published on the Internet. Contractor identification will be kept
confidential. You are cautioned to review the website for final updates
or amendments as changes may be made until the date for receipt of
proposals. Any extension to the date for receipt of proposals will be
prominently displayed on the overview page. If no notice appears, the
original date remains in effect. An Ombudsman has been appointed to
hear concerns from offerors or potential offerors. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
