COMPLETION: Sixty (60) months. The objective of this effort is to build
a software middleware layer that can be utilized by developers of
information technologies. Potential users of this technology include,
but are not limited to the Department of Defense Intelligenmce
Information System (DODIIS) applications. The DODIIS community has
portions of applications that currently are duplicative, and this
effort will provide the basis for the applications to share the
functionality of the code that has been developed. This effort will
result in creating a software solution to eliminate the duplication
within applications. The Tool Set will be utilized by the developers to
insulate their applications from database, message, mapping and other
changes that do not effect the functions that the systems are
performing. The deliverables shall be software releases with
incremental upgrades so that the end users can take advantage of new
applications in a timely manner. This effort will also be used to
subcontract delivery orders as required for modifications and support
of DODIIS applications and using commands. The Request for Proposal
(RFP) will include a Government prepared Statement of Scope. A read
library containing technical information relating to this acquisition
is available for review by potential offerors at Rome Laboratory/IRDD,

(48) hours in advance. The RFP will be released no sooner than 2 Jan
97. TOP SECTET/SCI clearances will be required for performance. This
effort requires the use or delivery of Federal Information Processing
resources but it has been determined that FIRMR Part 201-39 does not
apply. An Ombudsman has been appointed to hear significant concerns
from offerors or potential offerors during the proposal development
phase of this acquisition. Routine questions, such as clarifications of
the Statement of Scope or the terms and conditions, are not considered
to be ''significant concerns'' and should be communicated directly to
the Contract Specialist, Mr. James R. Longo, AC 315-330-7700. The
purpose of the Ombudsman is not to diminish the authority of the
Contracting Officer or program manager, but to communicate contractor
concerns, issues, disagreements and recommendations to the appropriate
Government personnel; The Ombudsman for this acquisition is Vincent

requested, the Ombudsman will maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. No
telephone requests for the solicitation will be honored. All requests
must be addressed to the attention of the Contract Specialist, James
Longo, reference Code I-7-4373-L, and contain the respondent's FAX
number and Commercial and Government Entity (CAGE) Code. All
