H -- SERVICES AND MATERIALS FOR MARINE EXPOSURE IN NATURAL SEAWATER IN A SEMI-TROPICAL ESTUARY AND FOR TESTING OF EASY RELEASE COATINGS TEST COUPONS (PANELS). The Carderock Division Naval Surface Warfare Center intends to negotiate a sole source procurement with Miami Marine Research and Testing Station (MMRTS), under the authority of FAR 6.302-1. This is for the continuation of services and materials for marine exposure in natural seawater in a semi-tropical estuary and for testing of easy release coatings test coupons (panels). The facility provides the piers and floating docks necessary for shallow submergence and waterline immersion (static panel), conducted in accordance with ASTM D3623B. The site is manned during the majority of normal working hours so that any exposure problems or equipment malfunctions are quickly observed and corrected. The duration of exposure is for a period of two and one-half (2-1/2) years. The MMRTS facility possesses the capabilities to conduct cleanability with high pressure water, cleanability by brush, recoatibility, cathodic protection compatibility, and erosion (rotating drum) testing. Additionally, the MMRTS is equipped to provide quality photographs of the test specimens. MMRTS services also include personnel experienced in the inspection and rating of antifouling and anticorrosive coatings as described in ASTM D3623B. For these reasons NSWC's requirement can only be met by MMRTS. Anticipated award is on or about 12 DEC 1996. See Numbered Note(s): 22. (0326)
