For further information, call Contract Specialist Paul Spizzirri at 206-526-6494 Work includes management; administration, operation; operational maintenance; facilities maintenance; logistic support; documentation, and other services necessary to effectively and efficiently support the CDA station's NOAA polar orbiting, meteorological spacecraft missions, NASA VLBI mission, and other secondary missions. Contract performance will be for one year beginning between 1 Jul and 1 Sep 1997 with four, one-year option terms to extend contract performance. A Cost-Plus-Award Fee contract type is anticipated. The Pre-proposal/Site Visit conference is scheduled for 0930 on January 14,1997 at the CDA Station near Fairbanks. Interested firms are requested to notify the Contract Specialist at least three work days prior to the conference of your firms intent to attend. Due to limited space, please limit representation to three individuals. A voluntary ''down-select'' procedure will be part of the technical evaluation. Results from the oral presentation and our review of all submitted written technical information will be the basis for our technical evaluation. Each offeror must submit a written detailed station staffing plan, resumes for key personnel, past performance information, and suggested performance based evaluation factors (award fee determination), which will be due on January 24, 1997 prior to the actual proposal closing date. The down-select function will evaluate these written documents. Offerors considered non-competitive will be so notified. Based on that information, an offeror may elect to either continue in the proposal process or withdraw. The proposal closing date is February 19, 1997 at 1430 local Seattle time. At that time an offeror must submit, in addition to the above, a written subcontracting plan and a written business proposal. Offers will be evaluated against six (6) evaluation factors: an offeror's Technical Capabilities; Past Performance; Key Personnel; Management and Organization Experience; Transition Planning, and finally, Subcontracting Efforts. The first two factors are of equal importance. The third factor is less important than A or B but more important than the fourth factor. The fourth factor is slightly less important than the third but more important the fifth or sixth factor. The fifth factor is slightly more important than the last. Overall, technical is somewhat more important than cost. All responsible sources may submit a proposal, which shall be considered by the agency. See Numbered Note 26. (0326)
