a market survey of industry to see if there are any potential
contractors in addition to Logicon R&D Associates, who have the skills
and knowledge required to complete this effort. The Intercontinental
Ballistic Missile (ICBM) System Program Office (SPO), Ogden Air
Logistics Center intends to establish a contract for the Single
Integrated Operational Plan (SIOP) and Targeting Application Computer
System (STACS). The STACS will be a pair of computer platforms with the
re-hosted silo-based ICBM software currently resident on the Triad
Computer System (TRICOMS). The STACS will be used for ICBM employment
and SIOP revision functions. The government is in the process of
preparing a Justification and Approval (J&A) to proceed with a sole
source acquisition to Logicon R&D Associates, Los Angeles, CA. This
sustainment acquisition includes; 1) the incorporation of targeting
revision and SIOP revision capabilities requiring knowledge in each; 2)
rehost of the current targeting software which includes, but is not
limited to Minuteman (MM) and Peacekeeper (PK) Mission Planning Program
(MPP), MM and PK Execution Plan Program / Database Generator (EPP/DBG),
and PK Strategic Targeting Support Software (STSS), which will require
expertise in Peacekeeper and Rapid Execution and Combat Targeting
(REACT) modified operational and simulation programs and expert
knowledge of Fortran, COBOL, assembly language, JCL, and coding; 3)
interface with the USSTRATCOM Strategic War Planning System (SWPS)
Enterprise Database (EDB), REACT VAX, software under development on a
Graphical User Interface (GUI) based PC, and the Wing Code Processing
System (WCPS); 4) operational testing of hardware and software through
the use of contractor developed and government approved test plans and
procedures; 5) development or update of engineering and technical data
including software data manuals, user manuals, utility manuals and
written procedures for product production; 6) installation of the STACS
hardware and software; 7) demonstration of the STACS hardware and
software; 8) operational completion by April 1998 with nuclear
certification by September 30, 1998. Since the EDB and GUI based PC
developments are still in progress, the government does not possess the
adequate documentation necessary to compete this effort. Logicon R&D
Associates is currently the only known qualified source that possesses
the ability and experience required to complete the STACS development
by the government's need date. For this proposed contract action, the
government intends to solicit and negotiate with only one, or a
limited number of source(s) under the authority of FAR 6.302. Potential
offerers may identify their interest and capability of responding to
the requirement by submitting concise and program specific information
to substantiate that they possess (1) knowledge of 20AF, 625 MOF/TAB
SIOP and targeting products and two person control procedures, (2)
knowledge of the IBM MVS/ESA operating system, (3) detailed knowledge
of the SWPS EDB interface to STACS and STACS interface to the WCPS to
include data structures, format, and content, (4) TOP SECRET security
clearance, and (5) appropriate management, and engineering capability
on ICBM nuclear certified software programs to meet program objectives
without significant technical, schedule, or cost risk. Potential
offerers are requested to submit two (2) copies of an unclassified
response (limited to 30 pages) within 10 working days after publication
