Fax 703-302-7227. The U.S. Department of State, Foreign Service
Institute (FSI), intends to negotiate and award a sole source
simplified acquisition to The Woods Inn Conference Center, a small
businesslocated in Hedgesville, West Virginia. I. The offsite
accommodations are required by the Leadership and Management
Development Division, School of Professional and Area Studies, to
provide accommodations for the 10-day sessions of PT-119
(ForeignAffairs Leadership Seminar) (Dates: Jan. 26-Feb. 7, 1997; May
4-16, 1997; Sept. 14-26, 1997) and 5-day sessions of PT-102 (Deputy
Chiefs of Mission (DCM) Seminar) (Dates: June 8-20, 1997; July 13-26,
1997) as well as outdoor grounds for ''wilderness''training exercises
on an as required basis. The purpose of the PT-119 Seminar is the
development of leadership skills necessary for effective performance at
senior levels of the Department (Foreign and Civil Service Managers).
The purpose of thePT-102 Seminar is the development/refinement of
leadership and management skills needed for effective performance as
DCMs and Pos. The vendor is required to provide overnight
accommodations for a group of approximately 35 people including the
staff,three meals each day, three coffee-breaks each day, one large
conference room to accommodate 35 people, break-out rooms for 10-12
people. Four additional cabins/rooms will be needed for the duration of
the conference to be used for daily courseactivities. Accommodations
will also include one advance-day for four trainers who must set up the
conference in advance. Facility must be located within a minimum of 75
miles up to a maximum of 130 miles from FSI, 4000 Arlington Boulevard,
Arlington,VA 22204. II. Specific Facility Requirements: (1) guaranteed
availability of outdoor training sites for three days for each
seminar. Each site must have the following characteristics: (a)
partially wooded; (b) flat ground sufficient to allow 4separate outdoor
training groups of 8-10 participants to perate in a space of 30' x 40';
(c) sufficient distance among sites so that the training groups may not
observe or pass each other while in session; (d) one outdoor site
approximately the size ofa baseball infield to allow for a large-group
event; (e) a separate area to allow for the construction of a 20' x
15' wall and another outdoor event which would remain on the site
between course deliveries; (2) Four (4) alternative indoor
trainingspaces of approximately 30' x 40' in the event of inclement
weather. (3) Year-round, locked storage space of approximately 20' x
20' to be used to keep outdoor training equipment moisture-free. (4)
One large training room to allow for groups of 32 tobe seated at 6
found tables, with sufficient space between to conduct small-group
discussions. (5) Three (3) break-out rooms large enough to accommodate
a table that seats 5-8 people and space to allow video-taping of the
group in session. (6) Storagespace for outdoor training equipment
(approximately 10 sq. ft.) is needed for the entire period of
performance. III. This notice of intent is not a request for
competitive quotations. All interested small business sources
responding to this noticemust do so no later than December 5, 1996 and
include a capability statement addressing all requirements as listed
above. Information received will be considered solely for the purpose
