(310)336-4903. Notice of Intent to Contract on a Competitive Basis. The
MILSATCOM Joint Program Office intends to award multiple contracts to
conduct risk mitigation activities and system development support for
the Advanced EHF satellite communications payload under the Advanced
EHF Engineering Model (EM) Program. The Request for Proposal will be
released approximately 9 December 1996, and will be available
electronically on the EM World Wide Web site at
''http://www.laafb.af.mil/SMC/MC/advprogs/EM/index.html#EM_RFP''. Hard
copies will be sent only upon written request to the contracting
officer, Ms Mary Anne OBryant, at SMC/MCKX, MILSATCOM Joint Program
Office, 2420 Vela Way Suite 1467-A8, Los Angeles AFB, CA 90245-4659.
The proposed effort involves work at a classification level of SECRET
and below. Cost Type contracts are contemplated. The period of
performance of the proposed effort is approximately three years. The
following capabilities and expertise are required of the contractor:
expertise in communications satellite payload design, expertise in
digital processing communications system design and manufacturing, the
ability to design, evaluate, test and space-qualify hardware for both
analog and digital systems, experience as a prime contractor or major
subcontractor in the fabrication of satellite processing payloads,
experience in Ada flight software. Familiarity with the Milstar II
communications system is necessary to ensure that Engineering Model
processing is functionally compatible with Milstar II. Utilizing the
knowledge, expertise and capabilities listed above, the following tasks
will be performed by the contractor: (1) Identify technical risk areas
for an Advanced EHF satellite, (2) Develop and execute a program to
mitigate future development risk for this payload, including potential
space-qualification of any critical radiation hardened components, (3)
Support the Government during the requirements and capabilities
development process for Advanced EHF. The proposed effort is
contemplated to be awarded on or before 1 May 97 with performance
extending to 31 Mar 00. Questions regarding this acquisition should be
