POC Contract Specialist, ODOM, JOHN, 202/508-3961 This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. The solicitation number is
1PI-R-0650-97 and this solicitation is issued as a Request for proposal
(RFP). The date/time for receipt of proposals is December 12, 1996 at
3:00 PM EST. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular
90-42. The Standard Industrial Classification code is 3541. Contract
Line item is: Furnish, deliver and install a CNC style punching/forming
system equipped with the following: Process capability of .250 sheet
thickness; capacity for a minimum sheet size of 50'' X 144''; 2000
inches per minute table speed; machine table support weight of 220
pounds; punching accuracy of +/- .004'' hole to hole; repeatability of
+/- .001''; hit rate of 200 hits per minute, based on 1'' moves;
Capability of a single hit hole 4.5'' in diameter; an 18 month service
and warranty on the machine, CNC controller and other supplied
components; operator safety mats to be installed in operational pinch
point areas and wired to the controller for immediate stop; machine
operation lamp which shall be orange in color, rotating, visible for
360 degrees, which activates upon program start up. Remote programming
software shall be offered; the offeror shall install the software in
the computer specified in this solicitation prior to equipment
delivery. The software shall have the following capabilities: AUTOCAD
compatible conversions; unfolding of a 3D AUTOCAD drawing into a 2D
flat pattern; autonesting of various parts; capability of producing 2D
programming views; only DXF formats will be used for file transfer
from AUTOCAD. The forming system controller shall be capable of
receiving programs via cable from a remote programming station;
controller memory shall be expandable (list the options available).
On-site training for three students on machine programming to include
any additional software related to programming such as fold/unfold, or
auto nesting shall be priced. A DELL computer package shall be
furnished by the contractor. A copy of the computer specifications will
be provided in the clause package which can be requested by interested
parties (see below). The contractor shall furnish 3.5'' original
software diskettes and all components (including cabling) necessary to
complete a download link to the forming system's controller at a
distance of 1000 feet. UNICOR will install the cable at the
installation site. The computer will be set up on site by contractor.
A duplicate copy of the machine/programming manuals will be provided to
UNICOR. The offeror shall price a tooling package consisting of all
tools required to fabricate the items depicted in the drawings
furnished with the clause package (see below). The offeror shall also
price its standard tooling package, which shall include a 4'' louver
tool. A lockable tool carousel cabinet and a tool sharpening machine
(including air, electrical and space requirements) shall be priced and
included in the offer. Installation shall be priced, to include final
termination of air and electrical supply (UNICOR will plumb air and
electrical supply to the installation location). A drawing of the
machine/controller/operational foot print and a foundation drawing for
mounting the equipment will be provided; a recommended spares list
will be priced, and included with the offer. The requirements for air
and electrical will be included in the offer. Limitations for material
thickness and minimum hole sizes punched in aluminum, stainless stell
and carbon steel will be included in the offer. A roller ball
load/unload table equivalent in height to the machine operation table
capable of holding 4' X 12' sheets shall be priced. Delivery shall be
made FOB Destination to UNICOR, 4002 Arkona Rd., Milan, MI 48160. A
Firm Fixed Price contract will result from this solicitation. The
provision at FAR 52.212-1, Instruction to Offerors-Commercial, applies
to this acquisition. Clause 52.212-2, Evaluation-Commercial Items is
applicable. Evaluation factors for award are: Delivery Time, Technical
and Price. The Government reserves the right to make award on initial
offers received, without discussion. Offerors shall submit signed and
dated offers, either on an SF33, or letterhead stationery to Federal
Prison Industries, ATTN: Bid Custodian (mailing address) 320 First St.
N.W., Washington D.C. 20534 or (overnight or express mail address) 311
First St N.W., 4th Floor. Facsimile offers will be accepted at
202/508-8498. Clause 52.215-18 Facsimile Proposals is applicable. A
clause package will be sent to interested parties upon written request
mailed to the mailing address above or faxed to 202/508-8498. Offers
must be received by 3:00 PM EST December 12, 1996 and indicate name,
address and telephone number of offeror, technical description of the
item(s) being offered in sufficient detail to permit evaluation of
compliance with the technical requirements in this solicitation, terms
of any express warranty, price and any discount terms, remit to
address if different from mailing address, a completed copy of the
representations and certifications at FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items; and
acknowledgement of all amendments (if any). Offeror must hold prices in
its offer firm for 60 calendar days from the date specified for receipt
of offers. If offer is not submitted on a SF33, a statement shall be
included specifying the extent of acceptance of the terms, conditions,
and provisions which are part of the solicitation. All offers that
fail to furnish required representations and certifications and
information, or which reject the terms and conditions of the
solicitation, may be excluded from consideration. Clause 52.212-4,

acquisition. Clause 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive orders-Commercial Items, applies to

written notice of award or acceptance of an offer mailed or otherwise
furnished to the successful offeror within the time for acceptance
specified in this synopsis/solicitation, shall result in a binding
