announcement is in two parts. Part 1 of 2 Parts. INTRODUCTION: Wright
Laboratory (WL/AAKR) is interested in receiving proposals (technical
and cost) on the research effort described below. Technical proposals
in response to this Program Research and Development Announcement
(PRDA) shall be received by 16 Jan 97, 1500 Eastern Time, addressed to
WL/AAKR, Building 7, 2530 C Street, Wright-Patterson AFB, OH
45433-7607. Cost proposals shall be received no later than 31 Jan 97,
1500 Eastern Time, addressed to WL/AAKR. This is an unrestricted PRDA.
Small businesses are encouraged to propose on this PRDA. Proposals
submitted shall be in accordance with this announcement. Proposal
receipt after the cutoff date and time specified herein shall be
treated in accordance with restrictions of FAR 52.215-10, a copy of
this provision may be obtained from the contracting point of contact.
There will be no other solicitation issued in regard to this
requirement. Offerors should be alert for any PRDA amendments that may
permit subsequent submission of proposal dates. Information
incorporated in a supplemental package is necessary for proposal
preparation. The Wright Laboratory Guide titled ''PRDA and BAA Guide
for Industry,'' dated November 1992, also provides information
specifically designed to assist offerors in understanding the PRDA/BAA

255-2902. B--REQUIREMENTS: (1) Technical Description: Wright Laboratory
intends to award one Indefinite Delivery/Indefinite Quantity (ID/IQ)
contract to develop Radio Frequency (RF) technology domains for the
Wright Laboratory RF Technology Division (WL/AAM). Called Exploratory
RF Technology (ERFT), this program's objectives are to create,
investigate, forecast, analyze, model, simulate, develop, integrate,
test, evaluate, validate, and demonstrate active and passive RF
technologies for reconnaissance and strike avionics. ERFT also will
identify/investigate RF technology ''shortfalls'' and identify/develop
technology solutions to these ''shortfalls.'' The identified
technology solutions shall enhance survivability, affordability and
mission effectiveness for precision all-weather offensive/defensive
avionics. ERFT's customers are the military's development, acquisition,
logistics, and operational commands. Customer mission domains are
aerospace-to-ground and aerospace-to-aerospace. ERFT performs research,
exploratory/advanced development, expert analyses, and quick-turnaround
assessments for the following technology domains of Wright Laboratory
(WL) RF Technology Division (WL/AAM): Advanced Technology (WL/AAMP),
Information Transmission (WL/AAMI), Electronic Combat (WL/AAMW), and
Airborne Radar (WL/AAMR). WL/AAMP develops RF generators and associated
signal synthesis techniques, receivers, and associated algorithms for
emitter location and threat identification, and antennas and associated
conformal structures, with focus on digital RF systems/assemblies which
increase performance and decrease cost. WL/AAMI provides secure,
jam-resistant, and reliable communication among aerospace vehicles. It
develops RF navigation, stealthy communications, real-time cockpit
information, covert cooperative operations, and tactical, strategic,
reconnaissance, and intelligence functions. It is supported by
low-probability-of-intercept, digital coding, spatial and temporal
filtering, rapid acquisition and reacquisition, real-time adaptive
spread-spectrum waveforms, wave propagation, and integrated
communications-navigation-identification (CNI). WL/AAMW develops
electronic countermeasures and protection concepts and technology for
offensive and defensive avionics in hostile environments. WL/AAMR
develops target detection and acquisition technology for reconnaissance
and weapon delivery from manned and unmanned aerospace vehicles. It
develops facilities for analysis, modeling, and simulation of radar
systems and their mission environments, for algorithm development, for
virtual and physical prototyping, and for ground-based, airborne, and
spaceborne test and evaluation. (2) Five problem statements have been
identified as candidate delivery orders for ERFT: 01 Generic
Integrated RF Technology (GIRFT), 02 Affordable CNI Technology (ACT),
03 Affordable Adaptive Radar Technology (AART), 04 Dense Environment
Receiver Technology (DERT), and 05 Frequency Hopping Emitter Predictor
Demonstration (FHEPD). Funding has been identified to date for
Candidate Delivery Order 03 (AART) only, proposals are invited on the
other four candidate delivery orders for evaluation purposes only.
Wright Lab is working to identify funding for the delivery orders and,
in fact, has identified possible partial funding for at least one of
the other four candidate orders. Only offerors who submit proposals for
all five candidate delivery orders will be eligible should the Air
Force make only one award. The initial increment of funding for AART
will comprise the minimum amount for the ID/IQ contract resulting from
this PRDA. The Air Force reserves the right to award the other
candidate delivery orders -- either by adding to the single delivery
order contract or by issuing separate contracts -- should additional
funds become available. The problem statement for each candidate
delivery order is included in the Supplemental Package for this PRDA.
