(612) 290-5416 (Site Code DACW37) CONTRACT INFORMATION: The U.S. Army
Corps of Engineers requires contract services for an Indefinite
Delivery Type Contract for environmental studies and report
preparation. The contractor will perform the services under individual
firm-fixed price delivery orders. The resultant contract(s) will be
awarded for a one year period with an option for up to two additional
one year periods. The estimated amount per performance period will not
exceed $500,000.00. In addition to the Selection Criteria-Merit
Factors listed below, offers will be evaluated on the basis of the
advantages and disadvantages to the Government that might result from
making more than one award (multiple awards). PROJECT INFORMATION: The
majority of the work will be accomplished within the boundaries of the
St. Paul District. This area consists of the States of Minnesota and
Wisconsin, the Mississippi River drainage in the State of Iowa down to
Guttenburg, Iowa, and the Red River drainage in the State of North
Dakota. The services to be covered by this proposed contract include a
full range of natural resource studies with an emphasis on
determination of adverse and beneficial impacts of construction
activities on aquatic and terrestrial environments. Potential studies
would include, but not be limited to, flora and fauna surveys, modeling
of aquatic and terrestrial systems, development of geospatial data
products, interpretation of data for National Environmental Policy Act
(NEPA), Threatened and Endangered Species Act and Clean Water Act
documentation. These studies will be carried out on uplands, wetlands,
lakes, reservoirs and small and large lotic environments. SELECTION
CRITERIA-MERIT FACTORS: The selection criteria, in order of importance,
are as follows: (1) Expertise/ Experience. Technical expertise and
professional experience of specific people assigned to the project.
Primary emphasis will be placed the qualifications of those people
designated for the project manager and major functional roles.
Qualifications of advisory or support staff will be considered but
given less emphasis. (2) Problem. Each applicant will be required to
submit an action plan and cost estimate for a representative Scope of
Work to be included in the Request For Proposal. Action plans will be
assessed for technical competence, innovation, thoroughness and
efficiency, and cost realism. (3) Equipment/Facilities. The applicants
equipment and facilities will be assessed on sufficiency to allow
completion of likely projects. (4) Overall Past Performance of the firm
on Similar Type Contracts. (5) Location. The applicants location in
relation to their proximity to the St. Paul District will be assessed.
Overall evaluation will be made on the basis of the merit rating
developed on the above evaluation criteria and price factors with price
factors being slightly lesser in importance than the sum of the merit
ratings. Price analysis will be used to determine price reasonableness.
This procurement is issued unrestricted. RFP No. DACW37-97-R-0002 will
be issued on or about December 5, 1996. Anticipated closing date is
January 10, 1997. There will be no charge for the solicitation
