PORT/ALCE, LOUISVILLE, KY Sol DAHA15-97-R-0001. POC Contracting
Officer, Cindy Walton, 502-564-6367. A firm fixed-price contract is
sought for architect-engineer services for Type A (Investigation), Type
B (Design) and Type C (Construction Supervision/Inspection) for a
proposed Composite Aerial Port/ALCE, project #WEAS959620 to be
constructed at the Kentucky Air National Guard base, Louisville, KY.
Type A (Investigation) services include providing site plan with
horizontal and vertical control, site survey report, soil borings,
soils report, utility survey, field location and marking of utilities,
utility capacities, environmental review, technical studies,
conceptual layout of the building, pavements and other information
required to proceed to 100% Type B (Design). Type B (Design) and Type
C (Construction Supervision/Inspection) services and submission of 95
sets of complete bid documents are Government options for this
contract. The facility contains 17,100 gross square feet (not including
vertical circulation) consisting of a structure with warehouse space,
parachute packing lanes, a parachute drying tower, industrial shops,
pallet build-up and storage area, two command and control centers and
classroom space. The primary facility shall be constructed of masonry
with metal standing seam roof, concrete floors and interior partitions
of masonry and moveable wall partitions. Supporting facilities include
concrete loading area, canopy, fencing, ramp lighting, utilities and
access road. The facility will house approximately eight full-time
employees and eighty-six part-time employees. The estimated
construction cost is between $1 million and $5 million. The work will
be accomplished for the Kentucky Air National Guard located at
Louisville, KY. Prospective A-E firms will be evaluated utilizing the
following selection criteria which is listed here in the relative order
of importance as follows: (1) experience in the design of Aerial Port
Squadrons (2) experience in designing command and control centers, (3)
experience in the layout and design of material handling equipment for
general warehouse applications and for Aircraft Cargo Movement
Facilities; (4) specialized experience with layout and design of
parachute drying towers; (5) location of A-E office; (6) Availability
of key personnel, supervisors and designers for this project; (7)
specialized design experience; (8) past performance; (9) demonstrated
success in prescribing the use of recovered materials and achieving
waste reduction and energy efficiency; (10) previous experience with
Air National Guard projects. This announcement is open to all
businesses regardless of size. Should a large business be selected for
this A-E contract, it must comply with FAR 52.219-9 regarding the
requirements for a subcontracting plan on the portion of the work that
it plans to subcontract. The subcontractor plan is not required at
this time. All interested firms must submit a current Standard Form
254, Architect-Engineer and Related Services Questionnaire and Standard
Form 255, Architect-Engineer and Related Services Questionnaire for
Specific Projects. Firms wishing to be considered must submit their SF

Responses are due no later than 4:00 p.m. local time 30 days after
publication of this announcement. If the 30th falls on a weekend or
