combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
written solicitation will not be issued. This synopsis/solicitation is
issued as a Request for Proposal. This solicitation document
incorporates provisions and clauses in effect through Federal
Acquisition Circular 90-42. This procurement is unrestricted. The
standard industrial classification code (SIC)is 7372. Small business
size standard: Average annual receipt for each of the three preceding
fiscal years do not exceed $18 million. CONTRACT LINE ITEMS: The CDC
intends to purchase one year of Microsoft Premier Support. The
Microsoft Premier Support package includes: 1) 150 incidents - A single
support issue/problem and the reasonable effort needed to resolve it.
2) Escalation Management - A problem solving team that would include
product developers and/or field system engineers to solve problems when
necessary. 3) Remote Support Services - The ability to access the
Microsoft Mail and Exchange servers at CDC to analyze problems. 4)
Early Assist - The ability to receive phone support on selected
Microsoft Beta products. A high level of technical support for Beta
products released by Microsoft, including but not limited to
server-down support. 5) Multivendor Coordination - A problem solving
team that will assist CDC with problem isolation. If the problem is
with another vendor, the ability to work with that vendor on behalf of
CDC to resolve problems. 6) Internal Troubleshooting Tools and Guides
- Access to Microsoft's internal troubleshooting tools and guides to
assist with system performance tuning and problem isolation. 7)
Technical Information - To provide access to technical support
information using online services, including but not limited to, bug
lists, fix lists, application notes, technical white papers, Knowledge
Base articles, product services packs and hotfixes, and planning
guides. 8) Premier Service Desk - Provide exclusive access to a secure
Web site that provides customized information and two-way
communication with Microsoft, including but not limited to the
submission of electronic incidents, technical articles that cover most
Microsoft products, special product bulletins, and troubleshooting
tools and guides. 9) CD-ROM Subscriptions - At no additional charge
TechNet CD-Rom subscription and Microsoft Developer Network CD-ROM
subscription. 10) Supportability and Developing Consulting - Four hours
per month of Technical consulting to assist in the refinement of the
support infrastructure and development of plans for implementing
Microsoft products. 11) Supportability Reviews - One Supportability
review that focuses on the usability, reliability, and Supportability
of the implementation of Microsoft products. 12) Monthly Status
Meetings - Monthly status meeting by phone to review work and
accomplishments, discuss issues and concerns and determine service
priorities. The FAR provisions-52.212-1, Instructions to
Offerors--Commercial Items and FAR 52.212-2 Evaluation--Commercial
Items apply to this acquisition. EVALUATION FACTOR: The Offeror must be
able to demonstrate the technical capability to perform all of the
services identified above. Technical proposals and cost or price will
be of approximately equal importance. It is the intent of the
Government to make a single award to the responsible offeror whose
proposal conforms to the requirements stated herein and is considered
to be the most advantageous to the Government. The offeror is advised
that FAR clause 52.212-4 Contract Terms and Conditions--Commercial
Items and 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders-- Commercial Items apply to this
acquisition. The following additional FAR clauses cited in this clause

the organization; 3) a price list for the services identified above;
4) a completed copy of the provision 52.212-3, Offeror Representations
and certification--Commercial Items; 5) acknowledgment of solicitation
amendments if any. Offers that fail to furnish the required
information, or reject the terms and conditions may be excluded from
consideration. Award of a firm- fixed price contract will be made on or
