The Office of Naval Research (ONR) intends to negotiate a sole source contract with Avenue Technologies, Inc. (ATI) of Alexandria, VA, to provide professional Systems Engineering, Technical, Analytical, Program Planning and Management Services for the Precision (SIGINT Targeting Systems (PSTS) Advanced Concept Technology Demonstration Program (ACTD). Avenue Technologies, Inc., has provided unique, highly specialized data collection, processing, analysis, management, and dissemination services in support of the PSTS ACTD since June 1995. Additionally, only ATI possesses the experienced, critical engineering, analytical, logistical and security management personnel required to meet the urgent time-critical, highly specialized program requirements to assist ONR in developing the PSTS concept into a fieldable, viable operational capability.
