Acquisition or Award: This procurement is set aside 100% for small
businesses. It is the intent of Public Health Reports to procure design
and layout services for the bimonthly publication, Public Health
Reports, for issues initiated during the period of January 1, 1997
through December 31, 1997. Due to the national implications of the
periodical, Public Health Reports, these services must be provided by
a firm with previous design experience of scientific periodicals or
other comparable publications. The design template used will be that
which has been used since the September/October issue of 1995. The
contractor will perform the following services and deliver the
following products or deliverables for each bimonthly issue. o Prepare
Design Schedule to accommodate all the steps enumerated below. o
Receive copy on disks with accompanying hard copy. o Format tables into
PHR style, data provided on disk in WP. o Create charts and graphs in
accordance to style, data points provided on hard copy. o Import into
Quark Express page grids and run out laser galley proofs for review by
authors. o Proofread all galley proofs and then make all edits and
changes as marked on galley proofs. o Provide photographic research as
required, to procure subject-related stock photography. Faxed
photographs for approval of PHR editorial staff. Follow through with
all related payments as necessary. o Crop, size, and scan in all
photographs and illustrations for high resolution placement in
electronic files. o Working with editorial staff of PHR, develop
concepts for and hire illustrators to rend art work for feature
articles as needed. Provide early sketches for approval. o Prepare
imposition according to pre-set editorial flow rules and guidelines.
Send to client for approval. o Choose cover photograph. Design and
layout entire journal, incorporating procured photographs and
illustrations, tables, boxes, sidebars, pull-quotes, as necessary.
Maintain current design style and tone. o Provide complete, paginated
set of laser proofs in page spreads. Send to the editor for review.
Make edits and/or layout changes and send affected pages to the Editor
for approval. o Following a final sign-off from the editor, prepare
the entire issue on a Syquest disk, or other medium appropriate for the
printer, ship to the printer, along with a complete set of laser pages
and required paperwork. o Make changes to the blueline as required. o
Make minor improvements to design template and style on a very
occasional basis. The firm must be able to perform all of the above
listed items and meet all requirements in order to be considered.
Request for Quotations (RFQ) No. NLM 97-014/VMS will be available
approximately fifteen calendar days from publication of this
announcement. All responsible sources may submit a quotation which will
be considered by Public Health Services. This acquisition is being
managed for Public Health Services by the Office of Acquisitions
