The SIC Code is 4731 with an annual size standard of $18.5 million. An Indefinite Delivery, Indefinite Quantity, Firm-Fixed Price Contract(s) will be awarded for a one (1) year base period with two (2) one-year option periods. Large businesses will be required to submit a subcontracting plan which meets the requirements of the Small Business Act. Interested small business concerns should, as early as possible but not later than 30 calendar days after release of the draft solicitation, provide the Contracting Officer above a positive statement of eligibility as a small business (SB) concern, number of employees, and evidence of capability to perform (including references for comparative work in nature and magnitude with telephone numbers, points of contact and contract numbers). If references and eligibility statements are not submitted, those small business concerns will not be considered in any potential set-aside. If adequate interest is not received from SB concerns, the final solicitation will be issued as unrestricted without further notice. The determination to partially set-aside for small business concerns, based upon responses to this notice, is solely within the discretion of the Government. Description of Requirement: Services shall include complete movement services from origin to destination including, but not limited to, movement counseling, packing, loading, linehaul, ocean and air service, customs clearance and other related services that pertain to and influence the movement, storage-in-transit (SIT), delivery, and destination residence services. The Contractor(s) will be required to provide the above services for the following types of shipments: DOMESTIC - personal property moved from all areas of responsibility (AORs) of all Personal Property Shipping Offices (PPSOs) located in any one or all of the origin pilot state(s) of North Carolina, South Carolina, and Florida to any one or all destinations regions within the 48 contiguous states (CONUS). INTERNATIONAL-Household Goods (HHG) and Unaccompanied Baggage (UB) moviing from all AORs of all PPSOs located in any one or all of the origin pilot states(s) to any one or all destination region(s), outside the continental United States (OCONUS). Destination pilot region(s) are as follows: Region 1-Belgium and Netherlands, Region 2-Germany, Region 3-Italy, Region 4-Spain, and Region 5-United Kingdom (England and Wales). Offers will be accepted for either domestic or international service, or any combination thereof. The pilot excludes the following services/moves: moves to/from Alaska or Hawaii, intrastate, local, mobile homes, one-time-only (OTO), volume, special solicitations, shipments requiring movement only via the DTS, privately owned vehicles, Do It Yourself (DITY), shipments including boats and sailboats 14 feet and over, boat trailers 14 feet and over, shipments into and out of NTS and reshipments moving from SIT.
