This is notice of intent to negotiate a sole source contract with
Harbor Branch Oceanographic Institution, Inc., (HBOI) (a not-for-profit
institution) to modify, install, and performance test a Piezo-Electric
Copolmyer Sensor (PECOP) system for application as a manatee detection
sensor. These sensors were designed, developed, installed,
demonstrated, and tested for the Corps of Engineers, Waterways
Experiment Station, at Port Mayaca, Florida, in 1995. The installed
PECOP system on two interlocking sector gates at St. Lucie Lock,
Florida, shall be capable of detecting a manatee between the closing
gates of the structure, sending a signal to activate audio and visual
alarms, stopping the gates, and opening the gates slightly to release
capture. This alarm system shall be capable of interfacing with the
gate operational control systems located in the machinery housings on
both sides of the channel. As part of this procurement, the contractor
will provide detailed drawings, specifications, etc., to allow future
procurements for this PECOP system to be issued competitively. Request
for Proposal is expected to be issued to HBOI o/a 15 Jan 97. The
