(904) 232-3739 (Site Code DACW17) This solicitation is unrestricted and
is open to all firms regardless of size. Two (2) Contracts will be
awarded from responses to this advertisement. The contract will be an
Indefinite Quantity Contract for a period of one year from date of
award, with an option to extend for an additional two years up to a
total of 3 years. The extension and any cost adjustments will be
approved each year at the option of the Contracting Officer. Extension
is not required. Work will be assigned by negotiated delivery orders.
Maximum order limits are $500,000 for each contract year and up to
$500,000 for individual delivery order. The work will consist of
obtaining geotechnical information for the design and planing for civil
works, military, or support for others projects. The Contractor shall
provide all services, including equipment and personnel for obtaining
required core boring on land and from floating plants in fresh water
and protected marine water environments. Services will also include
obtaining rights entry, laboratory testing and establishing by survey
predetermined boring location furnished by the Government. Contractors
shall submit drilling logs using Geotechnical Graphics System Computer
software version 3.21 Drilling logs shall contain all field data
generated in connection with the core samples, drilling operations and
surveys obtained. 1. SPECIALIZED EXPERIENCE OF FIRM. Firm must have
adequate staff with specialized experience in obtaining core boring
samples on land, including soft swampy and mountainous terrain, and
from floating plant in both fresh water and marine water environments;
obtaining split spoon samples, undisturbed samples, and rock cores
form both soft and hard formations of rock; performing soils tests,
including moisture content, sieve analysis, Atterberg Limits,
compaction tests (4'' and 6'' molds), loss on ignition, and
sedimentation rate; and establishing core boring locations on land and
in protected waters. 2. EQUIPMENT AVAILABLE TO THE FIRM. Firms must
have necessary drilling equipment, including, but not limited to:
floating plant for protected waters, site preparation equipment, survey
equipment, Government certified laboratory facilities and testing
equipment for performing soils testing. Firm must indicate equipment's
physical location, which equipment is owned and which is leased. 3.
SIZE AND EXPERTISE OF STAFF: Firm must have experienced personnel
including but not limited to geologists, registered civil (soils)
engineers, registered surveyors, soil technicians, drilling and
equipment operators. The staff of any subcontractor must meet the same
requirements as the Contracting Firm. In addition any subcontractor
must be approved by the Contracting Officer. A representative of the
Contractor must be on site at all times and furnish daily written
reports to the Contractor Officer when work is being performed by a
subcontractor. Being locations and elevations must be validated by a
registered surveyor. An inspector, either a geologist or registered
civil )soils) engineer, must be present at the drill site to observe
drilling operations and prepare a field log of the boring. The
inspector shall be knowledgeable of the Geology of Puerto Rico. The
original field log shall be submitted with the computer produced log.
All rock core must be logged by a Geologist who is knowledgeable of the
Geology of Puerto Rico. Photographs of all rock cores must be submitted
with drill logs. 4. PAST PERFORMANCE: Firm must demonstrate its past
performance in the accomplishment of similar work. Items to be
addressed are: (a) meeting schedule, (b) accomplishing work within the
budgetary limitations, and (c) quality of the delivered product. Past
DOD experience data available to the Government through the
Architect-Engineer Contract Administration Contract Administration
Contract System (ACASS) will be utilized to obtain performance
evaluation information. 5. CAPABILITY TO MEET PROJECT DEADLINE. Firm
must list current contracts and related information including the name,
address, and telephone number of references used, and must demonstrate
the firm's capacity to commence work within ten (10) days after
receipt of Notice to Proceed (NTP) and to meet established schedules.
6. GEOGRAPHIC LOCATION OF FIRM TO WORKSITE: Location of the firm
relative to the worksite will be considered. Puerto Rico and U.S.
Virgin Islands firms, or United States firms with Puerto Rico or U.S.
Virgin islands branch office requiring minimal
mobilization/demobilization cost will be given preference. Those firms
which meet the requirements described in this announcement and wish to
be considered, must submit one copy each of SF254 and SF255 for the
firm or joint-venture and an SF 254 for each subcontractor. In block 4
of SF 255 list only the personnel for the office to perform the work
indicated in block 3B. Additional personnel strengths, including
consultants, should be indicated parenthetically and their source
clearly identified. In block 7G of the SF 255, indicate specific
project experience for key team members and indicate the team member's
role on each listed project (architect, project manager, etc.).
Submittal of supplemental attachments to SF 255 per evaluation factors
1-4 is strongly recommended. Submittal package is to be received in
this office at the address indicated below no later than 4:00 p.m.
Eastern Time on 08 Jan 97. Submittals received after this date and time
will not be considered. Unnecessarily elaborate brochures or other
presentations beyond those sufficient to present a complete and
effective response to this announcement are not desired. Small and
Small Disadvantaged firms are encouraged to participate as Prime
Contractors or as members of Joint-Ventures with other Small Businesses
and all interested firms are reminded that the successful firm will be
expected to place subcontracts to the maximum practical extent with
Small and Small Disadvantaged firms in accordance with the provisions
of Public Law 95-507. If a Large Business firm is selected, a Small
Business subcontracting plan will be required prior to award. Response
