Greensboro, NC 27498-1103 C -- INDEFINITE QUANTITY CONTRACT FOR A/E SERVICES FOR THE STATE OF
WEST VIRGINIA Due 123196. POC: John Hagan, 910/665-2815. One or more
contracts for Indefinite Quantity Contract for Architect/Engineer
Services (IQC A/E Services) for the design and preparation of contract
documents with options for contract administration and inspection
services for repair and/or alteration of postal facilities in the State
of West Virginia. The contract(s) are also for IQC A/E Services to
complete design of USPS furnished 30% standard plans (Small Standard
Building Design (SSBD) and Medium Standard Building Design (MSBD) using
CADD for new construction owned or leased buildings in the State of
West Virginia. Again, options for construction administration and
inspection services may be offered. Said area includes the counties of
Barbour, Berkeley, Boone, Braxton, Cabell, Calhoun, Clay, Doddridge,
Fayette, Gilmer, Grant, Greenbrier, Hampshire, Hardy, Harrison,
Jackson, Jefferson, Kanawha, Lewis, Lincoln, Logan, McDowell, Marion,
Mason, Mercer, Mineral, Mingo, Monongalia, Monroe, Morgan, Nicholas,
Pendleton, Pleasants, Pocahontas, Preston, Putnam, Raleigh, Randolph,
Ritchie, Roane, Summers, Taylor, Tucker, Tyler, Upshur, Wayne, Webster,
Wetzel, Wirt, Wood and Wyoming. The base term of the contract will be
for one year with four one-year renewal options for a total of five
years. Individual work orders will be negotiated for each project.
Individual work orders cannot exceed $250,000 for all A/E services
involved in SSBD and MSBD buildings and cannot exceeed $100,000 for all
A/E services for repair and/or alteration projects. The total amount of
work that may be issued per 12-month period for A/E services for repair
and alteration projects is $500,000. There is no annual minimum for A/E
services involved in SSBD and MSBD projects. The total amount of work
ordered over the 5-year period cannot exceed $2,500,000. Firms that
have the qualifications to perform the services described are invited
to submit a completed SF-255, ``Architect-Engineer and Related Services
Questionnaire for Specific Project,'' and a completed SF-254,
``Architect-Engineer and Related Services Questionnaire.'' Also submit
a completed SF-254 for each proposed consultant. All submittals are to
be postmarked no later than December 31, 1996. Interested firms with
more than one office must indicate on their SF-255 the staffing
composition of the office in which the work will be performed.
Consideration will be given to firms responding to this advertisement
in accordance with the instructions in the following order of
preference: (1) firms located within the above West Virginia counties;
(2 firms located outside the above West Virginia counties.
Architectural and engineering firms will be considered as local only if
their sole office is in the listed counties or they have a local branch
office and all of the architectural design, coordination, and
management of the project will be performed in that office. There is no
restriction for the geographical location of consultants. The minimum
acceptable architect and engineering complement of the prime firm and
consultant is two architects, one electrical engineer, one mechanical
engineer, one structural engineer and one civil engineer. The contract
contains a requirement for firms to provide evidence of current
insurance in the amount of not less than $200,000 of errors and
omissions per claim. At the discretion of the contracting officer,
multiple awards may be awarded. It is prohibited to pay any fee,
commission, percentage, or brokerage fee to any person or firm
contingent upon or resulting from award of a contract for the project.
No other notification of this project will be made. Submissions will
not be retained or returned. This is not a request for proposals.
