C -- REPLACE SANITARY SEWER PHASE II'' POC Tracy Marasco Architect-Engineer services are required for preparation of complete mechanical working drawings, specifications, cost estimates, related studies, a construction submittal register, and construction period service for project 640-96-114 entitled ''Replace Sanitary Sewer, Phase II'', at Department of Veterans Affairs Palo Alto Health Care System, Menlo Park division 795 Willow Road, Menlo Park, CA 94025. Project work includes designing of a sewage storage system for emergency use in the event of a major earthquake and/or loss of normal sewage disposal system. The system shall consist of 8 each of 10,000 gallon sewage holding tanks complete with chemical treatment, safety alarms, emergency power and emergency discharge system. The tanks shall resist the same seismic intensity as the hospital buildings, shall promote the rapid settling of sewage solids and shall include all provisions necessary for removal of sewage sludge. The Project also includes the installation of a grease trap between the discharge point for kitchen waste to the sewer main. The A-E will need to provide a structural design which possess electrical, plumbing, mechanical and structural competencies; and adhere to JACHO and Life Safety Code requirements. Services will include, but not limited to preparation of plans, drawings, specifications, cost estimates, construction period services all in accordance with the most current applicable codes. Award of a contract is dependent upon the availability of funding. SELECTION CRITERIA: Each interested firm shall be evaluated on the following criteria: (1) Professional qualifications necessary for satisfactorily performance of the required services; (2) Specialized experience and technical competence in the type of work required; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and Private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project. Considerations is limited to firms having an existing design production office within a 75 mile radius of VA Palo Alto Health Care System. At least one member of any proposed joint venture must have an existing design production office within the geographic limitation. Joint venture or firm/consultant arrangements will be considered and evaluated on a demonstrated interdependency of the members to provide a quality design effort. Respondents must demonstrate capability to perform 80% of all contract services in existing production offices within the geographic limitations. This notice is unrestricted and invites full and open competition. Interested firms are to submit two (2) copies of a current SF 254 and SF 255 to this office, ATT: Tracy Marasco, no later than 2:30PM, December 23, 1996.
