Bureau of Land Management (BLM) will seek an outside Government-
contractor to prepare, under the technical direction of the BLM
California State Office and subject to Department of Interior approval,
a draft and final Supplemental Environmental Impact Statement (SEIS) in
conformance with the National Environmental Policy Act (NEPA). The SEIS
will address a proposal to transfer 1,000 acres of public land at Ward
Valley, California and issue a right-of-way grant to the State of
California. The State has requested the lands for the purpose of siting
a Low-Level Radioactive Waste (LLRW) Facility. The purpose of the SEIS
is to analyze new information that has become available and new
circumstances that have occurred since the initial Environmental Impact
Report/Statement (EIR/S) was completed in April 1991. Existing sources
of data and analyses, including material provided by the public, shall
be used in preparing the SEIS. In addition, the contractor shall
include in the SEIS the results of tritium and related materials
testing that will be conducted by others. A scoping process which
included three public hearings has been conducted by BLM. The
contractor shall review the information received during the scoping
process and other reference materials to guide the preparation of
documents, public notices, and other elements of the SEIS process
pursuant to NEPA. Specific tasks include preparation of a draft and
final SEIS including preparation of proposed responses to comments on
the draft SEIS, preparation of draft Federal Register notices, and
assistance in conducting public hearings on the draft SEIS. Complete
