has a requirement for nonpersonal services for operation, maintenance
and recurring support services of the base telephone system at
Sheppard AFB TX. The proposed contract is for a base period with four
option periods totaling approximately 60 months. The system consists of
a NT SL1-XT, Option 81/Meridian1 DCO Switching System, the main
distribution frame, inside and outside cable plants, ancillary
equipment and customer premise equipment. There are both commercial and
Defense Switched Network (DSN) trunks, access to FTS 2000, hot lines,
data circuits, radio circuits, key systems and crash nets. The DCO
Switch is equipped with approximately 6400 voice and data lines, 75 DID
trunks, 95 DOD trunks, 23 analog trunks, 83 DSN trunks, 7 FTS 2000
in-coming and 7 out-going trunks.- Foreign participation is permitted
only at the subcontractor level. Copies of the solicitation will be
provided to foreign firms only in order that they may pursue
subcontracting opportunities. All responsible domestic offerors may
submit proposals . Sources responding to this synopsis must indicate,
in writing, whether they are large or small, disadvantaged or
women-owned, and whether they are a U.S. or foreign owned/controlled
business. For this acquisition, a concern will be considered small
under SIC 7378 with size standard of $18,000,000.00. Based upon market
research, the Government is not using the policies contained in Part
12, Acquisition of Commercial Items, in its solicitation for the
described supplies or services. However, interested persons may
identify to the contracting officer their interest and capability to
satisfy the Government's requirement with a commercial item within 15
days of this notice. An Ombudsman has been appointed to hear concerns
from offerors or potential offerors during the proposal development
phase of this acquisition. The purpose of the Ombudsman is not to
diminish the authority of the program director or contracting officer,
but to communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

contacted with issues or problems that have previously been brought to
the attention of the program manager and/or the contracting officer
