Wright Laboratory's Flight Dynamics Directorate anticipates a
competitive acquisition for technical services in support of real-time,
human-in-loop flight simulation activities conducted within the Control
Integration and Assessment Branch (WL/FIGD), Vehicle-Pilot Integration
Branch (WL/FIGP), Crew Systems Branch (ASC/ENFC) and Development
Planning Directorate (ASC/XRA). Specific duty locations include
buildings 145, 146, 33 as well as the ''Speckled Trout'' aircraft, for
which primarily purchasing support is required. The anticipated period
of performance is 01 Oct 97 through 30 Sep 98. Four one-year options
may be awarded. Sources capable of providing these services are being
sought. In addition to the information requested in the paragraph below
entitled ''Capabilities Package,'' responding parties must also
indicate thier size status in relation to the applicable Standard
Industrial Classification (SIC) code 8731. Businesses, including their
affiliates, employing an average of 1000 individuals or fewer during
the past 12 months are considered small. Sources with 8(a) status or
otherwise classified as small disadvantaged business should state
accordingly in their responses. A. Current Contracts: This effort
encompasses the follow-on requirements for the following current
contracts: F33601-93-DJ016 - Supporting Flight Control Technologies
efforts in WL/FIGD; F33601-93-DJ019 - Supporting Vehicle-Pilot
Integration efforts in WL/FIGP; and F33657-91-C2067 - Supporting the
Crewstation Evaluation work within ASC/ENFC. In addition, the effort
includes a new requirement for support of the Simulation and Analysis
Facility (SIMAF) efforts in ASC/XRA. Releasable portions of these
current contracts may be obtained through functional request made
directly to the contracting office identified herein. Due to the size
of the documents involved, requestor pick-up of documents at the
contracting office is preferred (Buildings one and 260, Area C, WPAFB
OH). Copies of the contracts, however, will be provided through
standard U.S. Postal service as requested. Requests may be submitted
under the Freedom of Information Act (FOIA) at the discretion of the
submitting party. B. Requirement Description: Refer to requirement
decription and further background in supplement to this synopsis at URL
http://www.pixs.wpafb.af.mil. Users should select the FSFSS library

C. Capabilities Package: Interested parties must submit a capabilities
package that is brief and concise, yet clearly demonstrates ability to
meet the stated requirements with sufficiently qualified personnel.
The capabilites package should clearly present evidence that the
interested party is fully capable of providing the required services
and as such may contain any information (subject to the page
limitations stated below) the interested party feels is relevant. The
following issues/areas must be addressed: 1) Contractor
background/experience in providing on-site service in support of R&D
human-in-the-loop simulation testing in large amplitude motion base
simulators, dome simulators, networked sumulations, display
simulations, and crew station workload simulations; 2) Contractor's
abilities in performing the variety of tasks involved in supporting the
simulation environment including experience in cockpit development,
display development, real-time network analysis, head and eye tracker
systems; 3) The nature and extent of anticipated subcontracting,
identifying specific areas of the effort for which subcontracting would
be relied upon; 4) Contractor capabilities with regard to the required
personnel diversity and staffing flexibility, addressing specifically
the contractor's capabilities in accommodating significant requirement
increases and decreases, as well as maintaining the ability to quickly
access sufficient number of personnel (for sudden requirement surges)
during exteded period of relatively light workload. Responses must not
exceed 20 single-spaced 10-point typed pages. All materials submitted
in response to this sources sought synopsis must be received no later
than 27 Dec 96. Interested parties should direct all communications of

ombudsman has been established for this acquisition. The only purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror prefers not to use established
channels to communicate his/her concern during the proposal development
phase of this acquisition. Potential offerors should use established
channels to request information, pose questions, and voice concerns
before resorting to use of the Ombudsman. Potential offerors are
