Jacqueline V. Wilson (301)457-1864 The Bureau of the Census (BOC) is
updating its spatial data base, called TIGER (Topologically Integrated
Geographic Encoding and Referencing), through the use of readily
available reference materials. The BOC desires to obtain digital
spatial data sets that can be used to achieve this objective from
independent sources. These data sets must contain updated street
feature networks with associated attributes, including street feature
names (multiple names where appropriate), address ranges, and the U.S.
Postal Service 5-digit ZIP codes. In fulfilling this strategic
planning objective and conducting this competitive procurement, the BOC
will use a new streamlined acquisition process as described in the
document entitled Department of Commerce Acquisition Process Case for
Change (CONOPS), available at http://www.uspto.gov/web/doc/bpr/. The
intent of this new process is to provide an improved acquisition
environment which will benefit both the vendor community and the
Government. As part of this process, the Geographic Data Base Updates
Pilot Project Agreement, and the individual FAR deviations for this
acquisition will be made available on the World Wide Web at
http://www.conops.doc.gov/gdbu.html on or about December 20, 1996. In
accordance with the new acquisition process, the Geographic Data Base
Updates (GDBU) Pilot Project Agreement will serve as the solicitation
document for this requirement. Interested parties must respond to the
GDBU Project Agreement as specified. This procurement will be conducted
electronically, however, if necessary a paper copy of the Project
Agreement and the Department of Commerce Case for Change may be
obtained by written request to the (GDBU) Pilot Project Team, ATTN:
