A -- A--MARK VI ATTITUDE CONTROL SYSTEM (ACS) SERVICES SUPPORT SOL RFP5-09982/608 DUE 010397 POC K. Jay Savage, Contract Specialist, 804/824-1276/Contracting Officer, Richard M. This is a notice of intent to issue Request For Proposal (RFP) 5-09982/608 on a noncompetitive basis in accordance with 10 U.S.C. 2304 (c)(1) - ''Only one Responsible Source'' to Aerojet Technical Systems Company (ATSC), P.O. Box 13222, Sacramento, CA 95813. This procurement will extend contract NAS5-31027 which provides for mission-specific analytical services, servicing, programming, and modification as may be required for specific objectives of various fine pointing research rocket missions. This planned procurement includes 7,789 (plus or minus 20%) productive man hours for the basic period, and four quarterly (3 months each) option periods, each of which will include 2,596 (plus or minus 20%) productive man hours. Additionally, Mark VI ACS training will be provided for Government personnel. ATSC is the designer and manufacturer of these systems and, as such, possess unique facilities and capabilities vital to the performance of the effort required by this procurement. In addition ATSC possess the necessary tooling and fixtures required to modify and test the systems. Detailed specifications, including drawings and software, are not available for issuance to other contractors and much of this data is proprietary to ATSC. To retain or establish this capabillity with another contractor at this time would seriously curtail essential work on sounding rocket projects.
