A -- CONTINUATION OF SOLAR POINTING ATTITUDE ROCKET CONTROL SYSTEM (SPARCS) SUPPORT SOL RFP5-10087/605 DUE 030797 POC Caroline R. This is a notice of intent to issue RFP5-10087/605 on a noncompetitive basis in accordance with 10 U.S.C. 2304(c)(1) - ''Only One Responsible Source'', to the Lockheed Missiles and Space Company (LSMC), 1111 Lockheed Way, Sunnyvale, CA 94089-3504. This extension will be based on nine (9) months of additional effort for a basic period, and four (4) additional three (3) month option periods of support services under the current contract NAS5-31039. These services require support for the development, assembly, integration, and installation, and testing of highly specialized proprietary SPARCS research equipment which is designed, manufactured, and tested by LMSC. This procurement is for an estimated 19,539 direct labor hours for the basic period, and 6,513 hours for each option period (plus or minus 10 percent). The Government has determined that it would be impractical to have any other contractor perform these services based on the proprietary and highly specialized and unique nature of these services. To retain or establish this capability with another source would cause unacceptable delays in the NASA solar science program for sounding rocket and shuttle projects. The RFP for this extention should be issued on or about 2/7/97. Any firms desiring consideration must fully identify their interest and capability to perform these services within 15 days of publication of this synopsis to the GSFC, Wallops Flight Facility Contracting Officer listed above.
