intends to negotiate on a sole source basis with the Rochester
Institute of Technology/Image Permanence Institute (IPI) for the
development of requirements for measuring and testing standards for LC
digital images of pictorial materials. This effort is a follow-on to
a previous study which provided recommendations of evaluation
methodology for digital images produced from photographic,
microphotographic, and various paper formats. The contractor will be
required to perform the following tasks: 1) prepare a report
substantiated by research of recommendations for LC approval which
specifies requirements to be applied to digital images of pictorial
materials for transmission originals up to 8 x 10 inches and reflection
originals up to 11 x 14 inches and which will pertain to aspects of
modulation transfer function, noise, and distribution of tonal values
in grayscale images; 2) create a set of custom scanning targets
suitable for measuring compliance with the standards; 3) develop two
sets of procedures and instructions for the measurement of digital
images of the targets; 4) receive, evaluate, and report results of
sample images of targets to be provided by offerors for benchmark
testing for contracts involving the production of digital images of
pictorial materials. Interested parties may identify their capabilities
to respond to this requirement or submit proposals. This notice of
intent is not a request for competitive proposals. However, all
information received within fifteen (15) days after date of publication
of this synopsis will be considered by the government. A determination
by the government not to compete the proposed contract based upon
responses to this notice is solely within the discretion of the
government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
