The Environmental Protection Agency (EPA) has a requirement for technical support services for clerical, administrative and logistical support functions for its peer review, grant, contracts management and research information responsibilities such as: manning of hotlines, providing networking and communications solutions, internet content support; the planning and staging of peer review panels and conferences, the preparation of regular and special subject annual accomplishment reports; editing of collective papers, briefing papers, newsletters and the synthesis of information sets and program inventories and the preparation of science/technical reports and conference/symposia proceedings; and the preparation of presentation-quality graphics, report layouts, communication aids and document layouts; design and fabrication of exhibit materials. A quick 24-hour response time is required of much of the work. EPA will conduct most, if not all of its peer review functions in the Washington, DC area. The RFP will be issued approximately December 16, 1996. Proposals will be due thirty (30) days after the RFP issuance date. This procurement is a 100% small business set-aside. This SIC CODE is 8748 with a $5.0 million size standard. The period of performance will be an 18-month base period beginning on or about April 1, 1997 with three 12-month options and one 6-month option. It is anticipated that the type of contract will be cost-plus-fixed-fee. The estimated total level of effort is 75,650 hours for 5 years.
