Savings Performance Contracting (ESPC) is a contracting method whereby
the contractor incurs the cost of implementing energy savings measures,
including performing the audit, designing the project, acquiring and
installing equipment, training personnel, and operating and maintaining
equipment, in exchange for a share of any energy savings directly
resulting from implementation of such measures during the term of the
contract. The Department of Energy is performing an annual update of
its qualified list of energy service companies and seeking sources that
would like to be considered for placement on the list in accordance
with the Energy Policy Act of 1992 and 10 CFR 436. Interested parties
are asked to submit a fax request for an application along with their
name, address, telephone and fax numbers, and a point of contact to
(703) 893-0400. Firms currently listed on DOE's qualified list of
energy service companies need not resubmit new requests, an application
and request for updates will be mailed to these firms. A copy of the
current DOE qualified list of energy service companies can be
downloaded from the Internet at http://www.eren.doe.gov/financng.html.
The Standard Industrial Classification code applicable to this type of
procurement is 8711. Any firm whose annual receipts over the past three
years do not exceed an average of $20 million is considered a small
