intends to solicit proposals and award a contract for the renovation of
the Automation Wing Basement, First Floor, and Host Area; and
modification of the fire protection system at the Minneapolis ARTCC,
Farmington, Minnesota. The contract will have a performance time of 300
calendar days, with an anticipated start date of April 1, 1997. The
estimated procurement is between $2,000,000 and $4,500,000. The FAA is
seeking General Contractors that have performed total contract
management of, and have also completed, with their own work forces or
subcontractors, the following: demolition of fire protection, floor and
ceiling systems, along with air handling and electrical systems;
participated in asbestos abatement activities; and installation of
raised floor systems, ceiling systems, plumbing and mechanical air
handling systems, electrical distribution systems, lighting fixtures,
grounding applicatons and fire water distribution piping, backflow
preventers, fire pump, sprinkler riser and associated electrical
components in critical facilities such as air traffic control
facilities, hospitals, computer rooms and airport/military facilities.
A Screening Information Request (SIR) will be issued on or around
December 18, 1996. Information obtained from the SIR will be utilized
in determining the firms most qualified to perform on this project and

has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DoT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1.0 million per contract. The DoT provides an 80%
guaranty on the bond amount to surety against loses. Loans are also
available under the DoT Short Term Lending Program (STLP) at prime
interest rates toprovide accounts receivable financing. The maximum
