shall provide all labor, equipment, materials, transportation and
supervision to repair the historic metalwork in the lighthouse lantern
including replacing deteriorated items with new items which match the
original design; replacing the lantern glazing; repairing brickwork
including replacing and painting radiused brickwork at the watch deck,
replacing and painting brick at the vestibule; removing rust from and
painting all metal surfaces at the lighthouse, including the lantern,
the bracing system components and the iron bands around the masonry at
the upper portion of the tower; removing and disposing of
lead-containing paint; optional bid item to tuckpoint 3400 lf of mortar
joints. Petit Manan Light, located on Petit Manan Island, ME was
constructed in 1855, altered by the addition of a bracing system in
1888, and is listed on the National Register of Historic Places. All
work methods and materials must maintain the integrity of the historic
structural fabric. Technical evaluation criteria consists of the
following: Metalwork Restoration Experience: Contractor shall have at
least 5 years of specialized experience restoring historic metalwork.
Contractor must have experience with repairing 19th century cast iron.
All contractor/subcontractor employees engaged in metalwork
restoration must have at least 3 years of experience restoring historic
metalwork. The techniques used shall be compatible with the Secretary
of the Interior's Standards for Rehabilitation of Historic Buildings.

project is issued pursuant to the Small Business Competitiveness
Demonstration Program, and is unrestricted. THE FOLLOWING NOTICE IS
PROVIDED AS INFORMATION FOR MINORITY, WOMEN-OWNED, AND DISADVANTAGED
BUSINESS ENTERPRISES: The Dept of Transportation (DOT) Office of Small
and Disadvantaged Business Utilization (OSDBU) has programs to assist
minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment and performance bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are available under the DOT
Short-term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The max. line of credit is $500,000. For
