The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, FL, is seeking proposals for the production of Obstacle Avoidance Sonar (OAS) systems for underwater craft. These systems will be fabricated in accordance with the Government's Technical Data Package (TDP) which will be furnished with the solicitation. Two drawings in the TDP are Source Control Drawings for the Hydophone Array/Enclosure Assembly and the Projector Assembly, with the required source of supply for these components being Sonatech, Inc. The contract quantity will be five systems with initial delivery of one system within four months of contract award; delivery of the remaining four systems will be approximately every two months thereafter until the entire contract is complete. These will also be a requirement to fabricate an initial quantity of spare parts for the OAS. An option for up to five additional OAS systems is also anticipated. It is anticipated that this procurement will be a Firm-Fixed-Price contract, with provisions for spare parts ordering under a Provisioned Item Ordering Clause. Award will be on the basis of that technically superior proposal which represents the best value to the Government, price and other factors considered. The successful offeror for this effort will require a security clearance at the SECRET level. All deliveries will be F.O.B. destination, Panama City, FL. The Government reserves the right to conduct a pre-award survey on any apparent successful offeror. This effort was previously synopsized in Feb 96 as solicitation N61331-96-R-0027. Notwithstanding response to previous announcements, interested parties must submit a written request for this solicitation based solely on this announcement.
