synopsis/solicitation for a commercial item prepared in accordance with
the format in Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. This solicitation, Number F07603-97-R0001, is
issued as a Request for Proposal. This procurement is reserved for
small business concerns, utilizing the size standard in FAR 19 under
Standard Industrial Code 3612. The small business size standard for
this acquisition is 500 employees. This solicitation has been assigned
a rating of DO C9(e) under DPAS (15 CFR 700). Description: Substation
Transformer, new, class: OA; Rating: 15MVA; Phases: 3 phase; primary
voltage: 12,000 VAC WYE; secondary voltage: 4160 VAC DELTA; frequency:
60 cycles; taps: with 5 step tap changer; windings: must be copper;
impedence: standard; bushings HV: standard; bushings LV: standard;
warranty: at least one year. Offerors will offer on the following item:
CLIN 0001, substation transformer, IAW above. Quantity: 1 EA. (Indicate
price and manufacturer's name). Government's desired delivery time is
60 days after receipt of contract; Government's required delivery time
is 90 days after receipt of contract. Ship to address is: L.P.
Receiving Unit, Door #7, Dover AFB, Delaware, 19902-5639. FOB shall be
destination. Inspection and Acceptance shall be performed at Dover Air
Force Base, De. This solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-42. The provision at FAR 52.212-1, Instructions to
Offerors-Commercial Items, applies to this acquisition. The clauses at
