development, fabrication, and test of modifications to the Extended
Band Radome Part No. 128WP40011-1 to improve the existing radomes
performance in accordance with the statement of Work and NSWC
Specification 802027116000 and delivery of Modified Extended High Band
Radomes in accordance with NAVSURFWARCENDIV Crane Statement of Work,
Minimum Quantity of 60 each, Maximum Quantity of 250 each. Data is also
required. Delivery shall be required as follows: f.o.b. destination,
with Initial Production Unit (IPU) within 360 days from effective date
of contract; 8 units within 450 days from effective date of contract
with a rate of 8 units every 30 days until completion. Delivery
requirement for quantities ordered after the initial order shall be
stated as follows: Subsequent orders require delivery at the rate of 8
units every 30 days upon completion of the previous delivery order.
Tooling/fixturing shall be delivered within 30 days from completion of
contract. Inspection and acceptance shall be at Source. During the
solicitation process, each Contractor is required to fabricate and test
a flat panel representative of the materials and construction that will
be used in the modified area of the radome (less transition area). The
testing performed will be used to demonstrate the ability to comply
with paragraph 4.2.1.3 of NSWC specification No. 802027116000. The flat
panel dimensions shall be 2 ft by 2 ft. The testing will be performed
at the Naval Air Warfare Center (NAWC), Aircraft Division, Paxtuxent
River by NAWC personnel. Results of the test shall be included in the
Contractor's technical proposal. The estimated time required per vendor
is 1 day. The contractor must schedule a test date within 30 days after
issue of solicitation, Facilities at NAWC Paxtuxent River will be
available for testing from 45 days to 60 days after issuance of
solicitation. All responsible sources may submit an offer which will be
considered by this Agency. When calling, be prepared to state company
name, address and solicitation number. Requests for the solicitation
may be made in writing to the above address or by facsimile. Contractor
will be required to have a confidential facility and personnel
clearance. Award will be based on Best Value, the contractor will be
