MO 66 -- POSITIONING AND DETERMING SYSTEM (PADS) REPLACEMENT PROGRAM POC

Aviation and Troop Command (ATCOM) is in the process of making a final
decision reqarding the replacement of the currently fielded PADS
through either product improvement or acquisition of a totally new
item. This is a continuation of an initial Market Survey conducted by
the Topographic Engineering Center on behalf of this command that took
place during 1995/96. This is a request for written industry
suggestions/comment/proposals as to the costs and risks of a product
improvement vs new item approach. Multiple concepts from a single
company or source are acceptable. All concepts, from minor modification
through total replacement are under review at the present time. All
concepts must meet the technical requirements of the current PADS
specification recognizing that technology will likely allow for
reliability growth. Results of this survey will be used to prepare and
defend budget requests to either upgrade or replace the current PADS
Inertial Navigation System(INS). Respones are requested within the next
