The action code for the pre-solicitation notice for N66001-96-R-5063
dated 07/29/96 is changed to R (Sources Sought). The pre-solicitation
notice was modified on 08/02/96 to correct the Classification title.
The Government is seeking firms interested in this procurement who are
considered small businesses under Sic Code 7371 (Size Standard $18M).
Small business firms are requested to answer the questions appearing
below. Responses must be in writing and must be received at this Center
by 23 December 1996. Facsimile responses are acceptable at
(619)553-6976. The Naval Command, Control and Ocean Surveillance Center
Research, Development, Test, and Evaluation Division (NRaD) San Diego
intends to procure services to order technical support for the USMC
Tactical Warfare Simulation (MTWS) and MTWS follow-on models. The
support will include systems analysis, systems design, software
requirements analysis, software design, development of simulation
models, testing, installation and training related to the development
and maintenance of MTWS as a system capable of interoperability with
tactical C4I systems, and live and constructive simulation systems.
Also included is analysis, software design and development required for
joint warfare modeling and simulation. The contractor will provide
project management, configuration management, quality assurance
activities and documentation to support the technical work required.
All of the activities shall be consistent with integration into the
Joint Maritime Command Information (JMCIS) architecture. A cost plus
fixed fee indefinite delivery indefinite quantity contract is
anticipated. Contractor must have, or be able to possess, a security
clearance at the SECRET level. The services will consist of a four year
base period and one a year option period. The estimated level of effort
(inclusive of the option) is 280,800 hours. Small business firms are
requested to answer the following questions: (1) Describe your firms
corporate experience in design and development of large scale (200,000+
lines of non-commented code) system development in Ada, in particular,
during the past five to ten years. Provide project names and identify
the project sponsor. Provide a detailed description about the work
your firm actually performed under the specific projects you list. (2)
Describe your firms corporate experience in the operation and
development of military combat simulation for training - breadth/depth
of experience across air, sea, land, and littoral domains, in
particular, during the past five to ten years. Provide project names
and identify the project sponsor. Provide a detailed description about
the work your firm actually performed under the specific projects you
list. (3) Describe corporate experience in preparation and conduct of
USMC and joint(Army, Air Force, Navy and Marine Corps) training
exercises. Provide project names and identify the project sponsor.

experience in Marine Corps organization, command and control, and
tactics. (5) Provide availability of personnel for rapid project
