Robinson, (334) 241-8153 This procurement is a requirements contract
for cadastral survey work. It will consist of three separate contract
as follows: 1. The National Forests in Alabama anticipates awarding a
requirements contract for Cadastral Survey work in rural areas of the
Conecuh National Forest, Covington and Escambia Counties, AL. The work
to be performed is as follows: Item 0001--Cadastral Survey of
individual tracts or boundaries as shown below for sub-items 0001A
through 0001C. It is estimated there may be from zero to five separate
tracts or jobs annually which will require delivery dates of
approximately 30 to 90 days. These tracts or jobs will be identified
and delivery orders issued as needed. 0001A 3130.1 Monumented Corners
0001B 3140.1 Boundary Line Marked 0001C 3220.1 Maintained Corners: Item
0002--Refurbish landlines and corners. It is estimated that there may
be zero to three separate jobs the first year of the contract involving
80 to 124 miles of boundary. It is estimated there may be zero to three
separate jobs in the following years of the contract involving
approximately 45 miles each. Separate delivery orders will be issued
when quantities and locations are known. 0002A 3220.1 Maintained
Corners ; 0002B 3230.1 Boundary Line Maintained 2. The National Forests
in Alabama anticipated awarding a requirements contract for Cadastral
Survey work in rural area of the Bankhead National Forest in Franklin,
Winston and Lawrence Counties, and in the Talladega National Forest on
the Talladega and Shoal Creek Ranger Districts in Calhoun, Clay,
Cherokee, Cleburne, and Talladega Counties. The Work to be performed is
as follows: Item 0001 Cadastral Survey of individual tracts on the
Bankhead District as shown below for sub-items 0001A through 0001C. It
is estimated there will be from zero to five separate jobs or tracts
that may require delivery dates of 30 to 90 days. 0001A 3130.1
Monumented Corners; 0001B 3140.1 Boundary Line Marked; 0001C 3220.1
Maintained Corners; Item 0002 Refurbish landlines and corners on the
Bankhead District. It is estimated there may be zero to three separate
jobs with a maximum of 86 miles annually. Separate delivery orders
will be issued when quantities are known. 0002A 3220.1 Maintained
Corners; 0002B 3230.1 Boundary Line Maintained; Item 0003 Cadastral
Survey of individual tracts on the Talladega and Shoal Creek Ranger
Districts as shown below for items 0003A through 0003C. It is estimated
there may be zero to five separate jobs that may require delivery dates
of 30 to 90 days. 0003A 3130.1 Monumented Corners; 0003B 3140.1
Boundary Line Marked; 0003C 3220.1 Maintained Corners; Item 0004
Refurbish landlines and corners on the Talldega and Shoal Creek Ranger
Districts. It is estimated there may be zero to six separate jobs with
a maximum of 77 miles annually. Separate delivery orders will be issued
as needed. 0004A 3220.1 Maintained Corners; 0004B 3230.1 Boundary Line
Maintained. 3. The National Forests in Alabama anticipates awarding a
requirements contract for Cadastral Survey work in rural areas of the
Talladega National Forest, Oakmulgee Ranger District, in Bibb,
Chilton, Dallas, Hale, Perry and Tuscaloosa Counties, Alabama. The work
to be performed is as follows: Item 0001--Cadastral Survey of
individual tracts or boundaries as shown below for sub-items 0001A
through 0001C. It is estimated there may be from zero to five separate
jobs which will require delivery dates of 30 to 90 days. These tracts
will be identified and delivery orders issued as needed. 0001A 3130.1
Monumented Corners; 0001B 3140.1 Boundary Line Marked; 0001C 3220.1
Maintained Corners; Item 0002 Refurbish landlines and corners. It is
estimated there may be zero to three separate jobs involving a maximum
of 72 miles annually. Separate delivery orders will be issued as
needed. 0002A 3220.1 Maintained Corners; 0002B 3230.1 Boundary Line
Maintained. The projects will have a ''base'' of one (1) year and two
(2) ''option years.'' SF-254's and SF-255's are requested and based
upon the established criteria, the evaluation process will select a
qualified firm for each project (contract). Interested offerors should
indicate on their submitted SF-255, that contract (area) or contracts
(areas) for which they wish consideration. Selection of firms will be
determined by an evaluation process based upon the following criteria
listed in order of importance. Your SF-255 should specifically address
these areas: (1) Certification as a surveyor, licensed to survey in the
state of Alabama. (2) Firm's capacity, technical competence and
qualifications for satisfactory performance of the project. (3)
Specialised qualifications and experience ofkey personnel including
technical skills, project coordination, and management skills. (4) Past
performance on contracts performed in rural, wooded, mountainous
terrain similar to the project area with government agencies and/or
private firms in terms of cost control, quality of work, and compliance
with performance schedules where experience includes the establishment,
monumentation and marking of boundaries. (5) Knowledge of local
surveying historical practices, records repositories, and land
ownership patterns. (6) Proximity of the firm to the local project
area. (Any firm more than 150 miles from the project area will not be
considered.) (7) The volume of work previously awarded by the Forest
Service will be evaluated with the objective of effecting an equitable
distribution of the contracts among qualified firms, including
minority or disadvantaged firms. NOTE TO INTERESTED FIRMS: Firms will
be evaluated only on information provided in the SF-254's and SF-255's.
